NEW YORK (CNN) – Screeds seized at the 2011 raid in which Osama bin Laden was killed outlined plans to unleash terror attacks in the U.S. heartland — with hopes of pressuring “300 million Americans” to demand an end to what al Qaeda called the “unjust wars” against the Muslim world. “Striking America at home is of the highest and top importance and is the main way to reach what we want,” one letter said. “The impact on Americans from a strike inside America cannot be compared with hitting them outside the country.” In a Brooklyn, New York, courtroom, a federal jury this week was the first to hear the contents of the letter and other documents seized during the bin Laden raid in Pakistan. They were penned by senior al Qaeda operatives, according to prosecutors. Brooklyn federal prosecutor Celia Cohen described Naseer to the jury as a “key member” of a broad scheme to “take innocent lives” during a series of alleged failed attacks at a Manchester shopping center, a newsroom in Copenhagen and the subways of New York. Naseer is not mentioned in the al Qaeda documents. “I had no involvement in the activities mentioned in those documents,” Naseer told the jury Thursday. The release of the al Qaeda papers coincides with the arrests Wednesday of three Brooklyn men accused by the federal government of attempting to join ISIS and of fostering separate plans to kill President Barack Obama and shoot law enforcement officers. White House, Congress and Pentagon The declassified documents at times read like jihadi training manuals — detailing operational tactics for terrorist assaults throughout the world while, at the same time, invoking the name of Allah. Written in Arabic, the documents were translated by an FBI linguist. Other letters stress the importance of strikes to not only hurt the American economy but the nation’s sense of security. “One of the most important tasks of the organization is to carry out operations that can directly affect the security and economy of the American people as a whole,” one document said. “Therefore, operations inside America and targeting oil overseas, especially in the countries that export it, will have the strongest and fastest impact on the people and will push them to exert pressure on the politicians.” There are references to American history, particularly the large protests generated by the huge loss of U.S. soldiers during the Vietnam War. “We must put under direct pressure our enemy’s Operations Room, which includes the Administration in the White House, Congress, and the Pentagon, and which is used to wage the war against us,” said one letter. Another stated, “One large operation inside America affects the security and nerves of 300 million Americans, whereas killing one thousand soldiers during eight years or more has a weak effect on their mental strain as a whole.” ‘Brothers to Britain, Russia and Europe’ The 1941 attack on the naval base at Pearl Harbor occurred on an island far from the U.S. mainland, one letter noted. “They have inherited the concept of security and the idea that no one would dare to attack them inside their home,” it said of Americans. “Their sense of security is very sensitive with regard to military operations inside their country, and for this reason it is easy for the matter to be magnified in their eyes, causing them to become angry, to rebel against their politicians, and to mobilize to stop the reasons behind their loss of security.” A document included an oath of loyalty that al Qaeda recruits swore to bin Laden. “I accept your allegiance on behalf of Sheikh Osama, to listen and obey, in hardship and ease, and to follow whomever Sheikh Osama assigns to be my amir on the jihad for the sake of God, for the establishment of the religion of God, and to memorize secrets of the group and to be where I am ordered to,” it said. Targets for operations included Britain and Russia. “We had sent a number of brothers to Britain, Russia and Europe,” one document said. “We had confidence in them. The trial of a Pakistani man accused of plotting bomb attacks in the US and the UK has seen documents seized during the raid on Osama Bin Laden's compound. The documents referred to planned attacks in Britain, Europe and Russia, a US court heard. Abid Naseer, 28, stands accused of orchestrating an al-Qaeda conspiracy to attack Manchester and New York. He has pleaded not guilty to the charges and denied he was involved in any violent extremism. The documents presented to the New York jury included a letter to Osama Bin Laden outlining planned attacks. Taken during a US Navy Seal raid on the al-Qaeda chief's Pakistan home in 2011, the papers made no mention of Manchester specifically and did not mention the defendant's name. In the letter to Bin Laden, the author says "brothers" had been dispatched to Britain, Russia and Europe but that some had been arrested. "The winds blew against what the ships desire," it noted. Mr Naseer was extradited to the US from the UK in 2013. New York prosecutors say he was part of a large al-Qaeda conspiracy to bomb a Manchester shopping centre and the New York subway system. The defendant, who is representing himself, denies all charges. MI5 sting operation On Tuesday, the courtroom heard evidence from British security service agents who were dressed in wigs and make-up to protect their identity. The MI5 agents tracked Mr Naseer in 2009 as he visited a Manchester shopping centre, the court heard. Mr Naseer was later arrested in the UK on suspicion of plotting an attack. No explosives were found but he and others were ordered to leave the country. After avoiding deportation to Pakistan on human rights grounds, he was rearrested in the UK in 2010 and eventually extradited to the US. Lt. General Michael Flynn, former head of the Defense Intelligence Agency (DIA), blasted the Obama administration’s approach to the War on Terror in a hard-hitting speech to a meeting of intelligence professionals.

“The dangers to the U.S. do not arise from the arrogance of American power, but from unpreparedness or an excessive unwillingness to fight when fighting is necessary,” Flynn said, in an unsparing critique first reported by the Daily Beast.

The Obama administration doesn’t understand the threat, Flynn said, noting that the administration refuses to use “Islamic militants” to describe the enemy.

“You cannot defeat an enemy you do not admit exists,” he said.

The administration, he continued, wants “us to think that our challenge is dealing with an undefined set of violent extremists or merely lone-wolf actors with no ideology or network. But that’s just not the straight truth.”

Flynn left government last summer, a year before scheduled. He did not provide a reason for his early departure, but sources close to Flynn told THE WEEKLY STANDARD that he was forced out after years of making arguments the Obama administration did not want to hear.

Flynn, and many of the analysts who worked for him, consistently reported on the global nature of the jihadist threat and the interconnectedness of the groups driving it. They mapped overlapping networks of al Qaeda and its offshoots and rejected arguments, pushed primarily by the White House and the CIA, that killing leaders of “core al Qaeda” inevitably meant a diminishing threat.

One key fight came over the analysis of the documents captured during the raid that killed Osama bin Laden. The CIA was responsible for the first scrub of the collection of more than 1 million documents and retained “executive authority” over the cache when it was completed. But the CIA stopped analyzing or “exploiting” the documents after that first quick and incomplete assessment and the Agency made no attempt to systematically examine and codify all of the intelligence included in the intelligence haul.

Flynn assembled a team at the DIA to do exactly that, but the CIA initially refused to share the documents. After a lengthy bureaucratic battle, DIA analysts were given limited access to the bin Laden documents and undertook an exhaustive exploitation. The documents provided the U.S. government with its best look at al Qaeda and its operations and challenges—from the inside. There were letters between Osama bin Laden and other terrorist leaders, plans for future attacks, details about fundraising successes and failures, descriptions of relationships between al Qaeda and governments in the region. The documents remain unexploited to this day.

Derek Harvey, a senior DIA official and former director of the Afghanistan-Pakistan Center of Excellence at CENTCOM, led the DIA team that exploited the documents. He recently told TWS that the U.S. government hasn’t “done anything close to a full exploitation.”

“A full exploitation? No. Not even close. Maybe 10 percent,” he said.

The Obama administration is choosing ignorance.

Sources familiar with the documents tell TWS that they include troubling information about al Qaeda’s plans to empower its franchises, new details about the many relationships with Pakistan’s powerful intelligence service and, significantly, support that the group has received over the years from senior figures in the Iranian regime.

In classified analyses based heavily on the documents, the DIA directly challenged the Obama administration’s claims that the threat from al Qaeda was diminished or fading. Flynn hinted at this in an interview he gave to James Kitfield of Breaking Defense shortly after he left government. “When asked if the terrorists were on the run, we couldn’t respond with any answer but ‘no.’ When asked if the terrorists were defeated, we had to say ‘no.’ Anyone who answers ‘yes’ to either of those questions either doesn’t know what they are talking about, they are misinformed, or they are flat-out lying,” Flynn said.

When bin Laden was killed, said Flynn, there was a sense that maybe this threat would go away. We all had those hopes, including me. But I also remembered my many years in Afghanistan and Iraq [fighting insurgents]…We kept decapitating the leadership of these groups, and more leaders would just appear from the ranks to take their place. That’s when I realized that decapitation alone was a failed strategy.”

The arguments that Flynn and his analysts were making were unwelcome in an administration publicly arguing that the threat was diminished and that the wars were over. Those who challenged the administration’s claims were sidelined or, in the case of Flynn, forced out. Several sources described the efforts at the time as a “purge” and warned about the dangers of an administration so unwilling to hear dissenting views.

Today, of course, there is little question that Flynn and his analysts were correct. But the Obama administration isn’t listening. The president gave a State of the Union last week in which he didn’t even mention al Qaeda, in which he awkwardly characterized the enemy as “violent extremists,” and in which he pretended that United States was winning the battle against ISIS.

Ignoring threats doesn’t make them go away. Refusing to accurately identify your enemies doesn’t change their nature. And announcing false victories makes real defeats more likely.

As Flynn put it: “Retreat, retrenchment and disarmament are historically a recipe for disaster.”

Lt. General Michael Flynn, former head of the Defense Intelligence Agency (DIA), blasted the Obama administration’s approach to the War on Terror in a hard-hitting speech to a meeting of intelligence professionals.

“The dangers to the U.S. do not arise from the arrogance of American power, but from unpreparedness or an excessive unwillingness to fight when fighting is necessary,” Flynn said, in an unsparing critique first reported by the Daily Beast.

The Obama administration doesn’t understand the threat, Flynn said, noting that the administration refuses to use “Islamic militants” to describe the enemy.

“You cannot defeat an enemy you do not admit exists,” he said.

The administration, he continued, wants “us to think that our challenge is dealing with an undefined set of violent extremists or merely lone-wolf actors with no ideology or network. But that’s just not the straight truth.”

Flynn left government last summer, a year before scheduled. He did not provide a reason for his early departure, but sources close to Flynn told THE WEEKLY STANDARD that he was forced out after years of making arguments the Obama administration did not want to hear.

Flynn, and many of the analysts who worked for him, consistently reported on the global nature of the jihadist threat and the interconnectedness of the groups driving it. They mapped overlapping networks of al Qaeda and its offshoots and rejected arguments, pushed primarily by the White House and the CIA, that killing leaders of “core al Qaeda” inevitably meant a diminishing threat.

One key fight came over the analysis of the documents captured during the raid that killed Osama bin Laden. The CIA was responsible for the first scrub of the collection of more than 1 million documents and retained “executive authority” over the cache when it was completed. But the CIA stopped analyzing or “exploiting” the documents after that first quick and incomplete assessment and the Agency made no attempt to systematically examine and codify all of the intelligence included in the intelligence haul.

Flynn assembled a team at the DIA to do exactly that, but the CIA initially refused to share the documents. After a lengthy bureaucratic battle, DIA analysts were given limited access to the bin Laden documents and undertook an exhaustive exploitation. The documents provided the U.S. government with its best look at al Qaeda and its operations and challenges—from the inside. There were letters between Osama bin Laden and other terrorist leaders, plans for future attacks, details about fundraising successes and failures, descriptions of relationships between al Qaeda and governments in the region. The documents remain unexploited to this day.

Derek Harvey, a senior DIA official and former director of the Afghanistan-Pakistan Center of Excellence at CENTCOM, led the DIA team that exploited the documents. He recently told TWS that the U.S. government hasn’t “done anything close to a full exploitation.”

“A full exploitation? No. Not even close. Maybe 10 percent,” he said.

The Obama administration is choosing ignorance.

Sources familiar with the documents tell TWS that they include troubling information about al Qaeda’s plans to empower its franchises, new details about the many relationships with Pakistan’s powerful intelligence service and, significantly, support that the group has received over the years from senior figures in the Iranian regime.

In classified analyses based heavily on the documents, the DIA directly challenged the Obama administration’s claims that the threat from al Qaeda was diminished or fading. Flynn hinted at this in an interview he gave to James Kitfield of Breaking Defense shortly after he left government. “When asked if the terrorists were on the run, we couldn’t respond with any answer but ‘no.’ When asked if the terrorists were defeated, we had to say ‘no.’ Anyone who answers ‘yes’ to either of those questions either doesn’t know what they are talking about, they are misinformed, or they are flat-out lying,” Flynn said.

When bin Laden was killed, said Flynn, there was a sense that maybe this threat would go away. We all had those hopes, including me. But I also remembered my many years in Afghanistan and Iraq [fighting insurgents]…We kept decapitating the leadership of these groups, and more leaders would just appear from the ranks to take their place. That’s when I realized that decapitation alone was a failed strategy.”

The arguments that Flynn and his analysts were making were unwelcome in an administration publicly arguing that the threat was diminished and that the wars were over. Those who challenged the administration’s claims were sidelined or, in the case of Flynn, forced out. Several sources described the efforts at the time as a “purge” and warned about the dangers of an administration so unwilling to hear dissenting views.

Today, of course, there is little question that Flynn and his analysts were correct. But the Obama administration isn’t listening. The president gave a State of the Union last week in which he didn’t even mention al Qaeda, in which he awkwardly characterized the enemy as “violent extremists,” and in which he pretended that United States was winning the battle against ISIS.

Ignoring threats doesn’t make them go away. Refusing to accurately identify your enemies doesn’t change their nature. And announcing false victories makes real defeats more likely.

As Flynn put it: “Retreat, retrenchment and disarmament are historically a recipe for disaster.”
