Behavioural scientists to use nudge theory to tackle UK’s litter epidemic

Nudge theory is to be used in an attempt to rid Britain of its huge litter problem.

In 2010 it cost councils across Britain almost £1 billion to clean up litter, with 48 per cent of Britons – that’s 29 million people – admitting to dropping litter. (statistics from Clean Up Britain).

The Clean Up Britain (CLUB) campaign, headed by broadcaster Jeremy Paxman, has joined forces with Warwick Business School, which has the biggest Behavioural Science Group in Europe, to use nudge theory to try to stop people dropping litter.

UK AND FRANCE URGE JOINT EU ACTION ON CALAIS MIGRANTS: As Nigel Farage used his weekly newspaper column to call for more pressure on France, http://bit.ly/1DkLmKB, the local Church of England bishop (for Dover) called on David Cameron to “rediscover what it is to be human” and ministers wrote in the Sunday Telegraph: “There are no easy solutions — and it is not for the U.K. and France to solve these problems alone ... Many of those in Calais and attempting to cross the Channel have made their way there through Italy, Greece or other countries. That is why we are pushing other member states — and the whole of the EU — to address this problem at root.” http://bit.ly/1hdi9r6

FACTS OF LIFE — MIGRATION: The Sunday Telegraph points out that this is a “perfect storm” brewing for years. U.K. Home Secretary Theresa May too wants the problem addressed “at root” — but part of the root is the U.K.’s refusal to participate in or fund joint EU migration policy, and France’s inability to identify, fingerprint, house or send back the migrants, most of whom appear to have given up asylum rights by not applying for that status in the first safe country they reached. http://bit.ly/1DkPlXt

WE HEAR: That Turkish diplomats are rolling their eyes at the EU migration challenge. Sources at the ambassador level are getting reminders that Turkey is currently handling two million migrants, and if the EU can’t figure out where to send 60,000, it shouldn’t expect any sympathy from its eastern neighbor.

UNITED NATIONS — NEW DEVELOPMENTS GOALS FOR NEXT 15 YEARS AGREED: "The United Nations 193-member states agreed on Sunday on an agenda for the world's sustainable development over the next 15 years that pledges to leave no-one behind." The deal covers 17 goals (up from the current 8) and will be formally approved in September, capping two weeks of final negotiations. The cost of eradicating hunger, ending extreme poverty, minimizing climate change and achieving gender equality is set at €3 billion or more. http://reut.rs/1ISJECF

TRUST IN EUROPE: A handy matrix here of Eurobarometer EU-wide opinion survey results, which show Nordic countries are most trusting of both EU and national government, Spaniards least trusting, and eastern “new” EU countries trust Brussels more than their national leaders. http://politi.co/1DkZl31 h/t @grodeau

THE PUTIN CROWD 1) DEPUTY RUSSIAN PM HAS €16 MILLION APARTMENT IN LONDON: Not bad for a man who earns just €17,000 a year as deputy PM, and listed barely €200,000 in official income last year. Daily Mail has the scoop here: http://dailym.ai/1OIxCtI

CHINA — THE CAPITAL OUTFLOW DEBATE: The Chinese government was once obsessed with accumulating reserves of foreign currencies and gold. It was sometimes joked that the people who really own the U.S. were not the one percent on Wall Street, but the Communist Party in Beijing. Those reserves have been depleted at a world record rate over the last year, but there’s no agreement on what it means, or when it will stop. FT covers the issue from several angles here: http://on.ft.com/1gBfUxL

CHINA — UKRAINE’S NEW BEST FRIEND: “Since the 2014 Russian annexation of Crimea, Ukraine has increased its agricultural trade with China by 56 percent,” writes Samuel Ramani. Ukraine’s pivot to China could also ease its long-term economic dependence on Russia. Even though the countries are at war, Russia remains Ukraine’s largest single trade partner.” http://wapo.st/1N2cBtu

GREECE IN 60-SECONDS: The Economist outlines its doubt that Greece will actually implement the reforms its government and Parliament has signed up to. As Tsipras defends the contigency planning of ousted Finance Minister Varoufakis: “We didn’t design or have a plan to pull the country out of the euro, but we did have emergency plans,” he told Parliament.  Meanwhile daily life gets tougher as burglaries and other robberies rise, reports the New York Times, and the BBC quotes analysts predicting a 20 percent plunge in the national stock index when the sharemarket re-opens tomorrow. http://bbc.in/1JGfeSO

JEREMY PAXMAN LUNCHES WITH MHAIRI BLACK MP: The deposed king of British political interviewing takes a nicer tack with the new princess of politics, 20-year-old Scottish National Party MP Mhairi Black. http://on.ft.com/1JZsPAx. “The most striking thing about her is not confidence but enthusiasm” and when she is forced to fix his voice recorder, Paxman even tries a bit of self-deprecation. “I am already feeling a little like an elderly uncle taking his niece out for a square meal. Now there is a serious danger of the whole lunch degenerating into absurdity. Having fixed the recording device, maybe she’ll start asking herself questions next.” Black herself reveals her parents lied to her all election night about the voting count, so she would be surprised when the result was announced: “I was the last one to know.” Asked if she can imagine spending the next 50 years in Westminster she replied: “I don’t imagine so ... Fundamentally, none of the SNP MPs really wants to be here.”

BREXIT — BRIEFINGS — 1) EUROPEAN COUNCIL ON FOREIGN RELATIONS: A 30-minute podcast on what an “out” vote would mean for Britain, presented by Mark Leonard. http://bit.ly/1LYuqLh

2) FROM THE ECONOMIST — “WHO ARE WE?” — “The Yes and No campaigns agree, convinced that the plebiscite — expected to take place in just over a year — will turn on whether EU membership puts cash in British pockets or immigrants in British job centers. They are thus locked in an arms race of quotidian factoids and charts with which to harass voters.” But it’s all about to get existential, the Bogehot column warns: “Authorities on both sides of Britain’s great debate are raising their eyes from footling claims about gas bills and farming subsidies and asking the essential question: who are we?”

GERMANY — MERKEL TEAM DISMISSES RUMOR SHE WON’T RUN AGAIN IN 2017: And while it's not a serious indication of what would happen in 2017, the latest German opinion poll will also cheer Merkel. Her CDU/CSU party group is rated as highly as it's been since she was first elected in 2005. http://reut.rs/1DkVwdX

ITALY — BELOW RADAR, RENZI TARGETS SUB-SAHARAN AFRICA AS NEXT CHINA: Mattia Toaldo, a policy fellow at the European Council on Foreign Relations, discusses Italy’s recent outreach to Africa. http://bit.ly/1N25Ojl

FRENCH SARK-ASM: FORMER PRESIDENT IGNITES THE WEB AGAIN: Using the tag of “Friday Lecture,” Nicholas Sarkozy gives his summer reading tips, including a posed photo of him reading Hemingway’s “A Farewell to arms.” It become the French meme of the weekend as others took to Twitter to use altered images showing Sarkozy reading children’s books and more. http://bit.ly/1ISdPJZ h/t Antoine Sander

CLIMATE — OBAMA TO UNVEIL FINAL PLAN, AUSSIES TO MAKE GLOBAL PLEDGE: The U.S.“Clean Power Plan” is the final version of regulations by the Environmental Protection Agency, which President Barack Obama called “the biggest most important step we’ve ever taken to combat climate change,” and will be officially launched today.

The Australians, meanwhile, have long-delayed making a global commitment ahead of the COP21 conference, but I hear that’s going to change as soon as this week. European Climate and Energy Commissioner Miguel Arias Cañete will be hitting the phones to his counterpart, from a famously “sunburnt country.” Relations are already frosty — last year Australia became the first country to repeal an emissions trading scheme, following the election of a new conservative government. CLINTON COMMS CHIEF SHOOT DOWN NEW YORK TIMES: Jennifer Palmieri appeared on CNN’s “Reliable Sources” Sunday to tout her take-down of the Times’ ever-changing Hillary Clinton email story. Her full letter to NYT Executive Editor Dean Baquet is here: http://bit.ly/1MZzoWE

AND PEGGY NOONAN, SEES TRUMP AS INDICTMENT OF POLITICAL CLASS: For those who don’t know Noonan, she’s the erudite Reagan speechwriter, who now writes for the Wall Street Journal, examining how politics took on more circus qualities in recent decades. On “What Voters See in Donald Trump” she writes: “His rise ... is a gesture of contempt for government, for ... Congress, the White House, the agencies. It is precisely because people have lost their awe for the presidency that they imagine Mr. Trump as a viable president. American political establishment: ... Is it time to scrap National Insurance? The Chancellor has asked the Office of Tax Simplification to have another look at the idea, which he first considered in the last Government. In 2011 the Treasury suggested the move would reduce bureaucracy and save costs.

I wonder if there has ever been a study done on the fantasy life of the postmenopausal woman. Probably not. We're not supposed to think about those things. We should occupy ourselves with scones and the children. But I can't stop myself having the occasional peak at Jeremy Paxman. He may have a killer instinct but he does have very nice hair. Any of us who do admit to the odd twinge are labelled cougar women. I'm not sure if this is a compliment. The image of the older woman still in the ring might strike some as a little distasteful.

The process of growing older has given rise to a whole industry of procedures and treatments designed to maintain youth and deny the effect of nature. This seems like a bizarre expensive lie. Death is the elephant in the room and women are encouraged to grasp at any distraction in order to ignore it. Maybe this is understandable, women over fifty have a lot to deal with. The end of fertility and coming to terms with diminishing interest from the opposite sex bring painful realizations. Facing this and an empty nest could easily have many women searching for some kind of solution. It doesn't help that the most common female representation in the media is the young attractive woman. The woman in popular films has the role of love interest while older actresses complain at the lack of roles for their age group. In society the concerns of the older woman tend to get overlooked. Yet I can't help feeling older women have a lot to say. Their stories are made interesting through experience, we need writers to give voice to that experience. So much of what's described as popular literature for women is the kind of escapism that denies the truth of women's lives both mature and younger. The demands on modern publishing are evident in any bookshop. Under pressure from other media, competition is tight. Every book on the shelf has to justify itself in terms of sales. No wonder then that women are offered so much in the way of undemanding entertainment.

Perhaps one of the reasons women see middle age as a time of declining youth rather than the prime of life is because we still rely so much on the opinion of men. In a recent survey on divorce in The Irish Times it was startling how differently divorce affected men and women's lives. Fifty percent more men go on to remarry than women. There may be reasons for this but it does point to very different expectations amongst  men and women of life after divorce.

So life offers the older woman many challenges and not much guidance. From all sides we're told a woman's greatest assets are youth and beauty while what we have to offer: wisdom and maturity are left to the margins, but then our greatest friends and allies are each other, what used to be known as the sisterhood in the old days.

Bloody good interview - Guru-Murthy interviews Jeremy Corbyn. I'm not a one for watching much TV - haven't for several years - so don't have the 'pleasure' of watch Guru-Murthy's interviews regularly these days. However, having seen this interview, and another recently, where his guest was Robert Downey Jr. , I feel his interviewing 'skills' have 'progressed somewhat.....because he really was quite mellow years ago - far from how he appears today - an obnoxious 'tabloid' styled, come Paxman wannabe!

Corbyn seems a strong, genuine, CARING, professional gentleman. He handled the interruptions perfectly - got the narrative to questioning, answered extremely patiently. I can see why he is a threat to a lot of 'dead wood' sitting in Parliament, and I HOPE he continues to do well in polls - but more important - WIN.

If the Labour Party can be saved, from the members in his Party, who are hiding under the cloak of reds, but are really blues....let's shake up that dead wood, and get clear opposition back in - one that represents the largest proportion of people today. Those of us whom are sick and disabled. Those who are unemployed, on zero contract hours, low paid workers, struggling families, homeless under 25's, students....the list could go on. Come on Corbyn!
