Farm, conservation groups ink 'historic' deal linking stewardship to crop insurance

The nation's leading farm groups have agreed to support linking conservation requirements to crop insurance for the first time as part of a agreement with conservation groups.

Under the deal, the details of which were sent yesterday to the Senate Agriculture, Nutrition and Forestry Committee, conservation groups have agreed to oppose any further amendments that would limit the ability of farmers to enroll in the federal insurance program.

"In the spirit of compromise and in the interest of completing a 2013 Farm Bill this year, each of the groups has committed to not support amendments beyond this compromise that might weaken the crop insurance program or amendments that might not link conservation compliance with crop insurance premium assistance," the organizations wrote to the Senate Agriculture panel.

The American Farm Bureau Federation and trade groups for the top commodity crops have all agreed to the deal, along with the National Wildlife Federation, Environmental Defense Fund, Theodore Roosevelt Conservation Partnership and National Association of Conservation Districts.

Supporters of the deal are hailing it as groundbreaking.

"It's a pretty historic coming together of agricultural and conservation interests for protecting both the resources and the farm safety net," said Julie Sibbing, director of global warming, agriculture and wildlife at the National Wildlife Federation.

Farm groups have previously opposed attempts to attach basic conservation requirements to the federal subsidies that farmers are eligible to receive for their crop insurance premiums. Compliance requirements were attached to crop insurance in 1985 but were removed in the 1990s on the grounds that their removal would encourage more producers to sign up for insurance.

Dale Moore, public policy director at the American Farm Bureau Federation, said that producers had a change of heart after conservation groups agreed to support more flexibility in the program. Conservation groups, for example, have agreed to support not penalizing producers should bad weather and other inadvertent events temporarily put them out of compliance with the requirements.

In exchange, conservation groups have agreed to oppose any amendments in the upcoming farm bill process that would subject federal crop insurance subsidies to means tests or payment limits. Sens. Dick Durbin (D-Ill.) and Tom Coburn (R-Okla.) last year led attempts in the Senate to limit crop insurance subsidies.

The groups said they did not support any changes to existing conservation requirements for farm subsidies, such as direct payments.

Moore, a former chief of staff to four Agriculture secretaries, said that he hoped the deal would help ease passage of the farm bill.

"We are hopeful that it might help minimize debate at least in this particular topic area," Moore said.

The National Sustainable Agriculture Coalition and Environmental Working Group, two organizations that led the charge last year to attach conservation requirements to crop insurance, are notably missing from the agreement.

Ferd Hoefner, policy director at NSAC, said his organization had supplied some ideas for the conservation portion but was not included in the overall discussions about it. The coalition will continue to pursue amendments to the farm bill that deal with crop insurance, Hoefner said.

"Our position is clear. Conservation accountability should apply to the entire farm safety net. Reasonable limits and actively engaged in farming rules should apply to all crop subsidies," Hoefner said. "These are fundamental principles supported by the farmers we represent. We therefore do not support the deal. We may not even support the conservation portion of the deal, which appears to include major loopholes, though we will need to see actual legislative language before making a definitive judgment on that score."

The Senate version of the farm bill last year would have linked conservation to crop insurance thanks to an amendment by Sen. Saxby Chambliss (R-Ga.). The version of the farm bill approved by the House Agriculture Committee did not include such a provision.

Senate Majority Leader Harry Reid (D-Nev.) has vowed to pass his chamber's version of the farm bill by the end of this month, while House Agriculture Committee members are expected to begin marking up the legislation next week (E&E Daily, April 26).
