Talking CCTV already being used in Middlesbrough tells off people dropping litter or committing anti-social behavior via loudspeakers controlled by control center staff. 
About £500,000 will be spent adding speaker facilities to existing cameras. Downing Street's Louise Casey, explains that "It gets across the message, 'please don't litter our streets because someone else will have to pay to pick up that litter again'."
With half a billion pounds a year being spent picking up litter, is Britain becoming an “absurd” surveillance society or are talking CCTV cameras an effective tool?
