Absence of the President from the scene, institutional paralysis and angry citizens
The policy of black-out

Recurrent power cuts, combined with a political indecision, reinforce the general feeling that the country is in a total policy of black-out that is conducive to all the rumors.
Since the legislative of 10 May, the top of the State is in temporary cessation. Some wonder about the eclipse of the officials, the absence of the President of the Republic and, of course, the web that filling the information, rumors, speculation and, above all a flood of questions that the official silence cleverly contributes to amplify without making any reply.
Blackout also to the concerns of the population now expressed exclusively by the riot. Neither ministers nor the walis (governors) can not convince with their "theory" and their numbers to the citizens fed up with management of the affairs and especially public service. In this period of Ramadan and hot weather, the state is almost out, while the citizen is subject to recurrent power cuts, water, and justification, at the bottom of the responsibilities, the Ministers and the President being off-screen, the incivility that has erected national fashion in recent years.
But it is too soon forget the numbers and promises to solve these problems unballasting and of cut of water. In the absence of an official, a minister able to address the public to explain these inconvenient breaks that the justifications of CEO of Sonelgaz has convinced nobody, citizens are reduced to a state "elementary " using all the means to say its dissatisfaction.
Domestication of the government
This lasts for months, and even the Ministers fail to break deadlock that have caused them the sermons and critics of the President who, over time, has captured large parts of their prerogatives. Up to the right to control over all sectors. They are, after all, just executives of his program. ( )
He became the sole ruler of the decision the payer to the point even the citizens having seized this schema have understood that the President constitute the ultimate and unique recourse to exceedances of the administration, recourse to retake the right ( Art. 7. - The people are the source of all power. National sovereignty belongs exclusively to the people. ). By concentrating all powers ( Art. 7. - The people are the source of all power.
National sovereignty belongs exclusively to the people.
Art. 8.1 - The constituent power belongs to the people. The people exercise their sovereignty through institutions they set up.
The people also exercised through referendum and through their elected representatives.

), the President has managed a kind of domestication of the Government and to focus all the attention on him. And each absence becomes a subject of debate, questioning and, especially, given his condition, a pattern of suspicion, doubts and speculations. From the start of Ramadan evokes the ritual of auditions, but it did not happen. However, the energy sector is good news with the weakening of the economy since the plunge in crude prices which also pushed the Minister to speak. And this story of power that directly affects the citizen as head of the sector, Mr. Youcef Yousfi, avoid like a blackout.
Bouterfa can not do anything from the wrath of many areas that have begun to attack the symbols of the energy company. Remains then as to the contractual teachers, municipal guards and doctors, that the referral live of the President of the Republic.
Questions and hypotheses
But where is he exactly? He no longer appears. Or on television or in public. Which created an institutional inertia, political lethargy and gives the impression that the state is completely absent. There, the way is open to all cases, the most fantastic rumors, the most pessimistic, the Net's help, all the readings and projections that silence credence in some sense.
This gives probably an atmosphere of opacity in the management of the country. Moreover, a sort of State without leaders whose keys are in the hands of one person who finds great pleasure, by this means, to recall that it is the one and only mistress of places and depend on movement and gesture in the country. He will then wait for the reappearance of the President of the Republic to find a response to outages and possibly a solution? Even waiting for the market regulation, to boost private investment, to shake the administration to release the funds to improve Internet, to do justice, to speak diplomacy and take a stand ... a whole program. As heavy as a burden.
What is then the government for ? Where is the President? Issues that need to be part of the Algerian specificity.

Ould Kablia: for the end of "Republic of porters".
02/06/2011 | 10:26 p.m. http://www.algerie1.com/actualite/ould-kablia-en-finir-avec-la-republique-des-plantons/
The Minister of the Interior and Local Governments, Daho Ould Kablia said Thursday in Algiers That it was necessary to finish it with the "Republic of porters" in which simple agents interfere with the functioning of various departments of the local government. "I've had enough of the Republic of porters where simple agents or administrative executives block the smooth running of the administration, insisted Mr. Ould Kablia at the meeting of walis (governors), which comes to an end.
Faced with this situation, he urged the walis ( governors) to ensure daily the proper functioning of the various administrative services including those related to citizens. "As primarily responsible of the wilayat ( states ), you are required to monitor and control your employees and executives who are at the bottom of the pyramid and they pretend, every time, do not be aware of the law, decisions and other procedures, "he said. He said that this had "generated a crisis of confidence and the citizen followed parallel paths to obtain services, which developed the phenomenon of corruption." The minister cited the example of a riding of El Harrach where personal at the counter had been replaced three times and that several agents are in prison.
Zero tolerance for those who vandalize public property
On another level, Daho Ould Kablia stated that no tolerance is permitted with individuals involved in the looting of public property, stating that they will be prosecuted, as appropriate. The minister stressed the need to take appropriate measures to deal with such situations and to apply the law "against any individual involved in the looting of public goods and prosecute, where appropriate."
Ould Kablia cited the example of recent incidents recorded in the town of Chemoura (Batna), which saw violence that caused the burning of the headquarters of the APC (communal people's Assembly ) and park equipment, as well as other public goods, in protest against a dispensing operation of social housing. The minister described the incident of "unacceptable," adding that "no tolerance is permitted in such situations." He felt it necessary to open an investigation and taking the necessary measures.
Study day on Legal certainty: the interest manifested of the ANP in the legal culture
The Organization of the workshop on "Legal certainty" translated the interest that gives the people's National Army (ANP) dissemination "of the legal culture in its full dimension", said major general Cherif Zerad, head of employment-preparation at the Joint-Staff of the ANP.
PUBLISHES THE: 18-12-2013 | 0:00 googel translation from french to english http://www.elmoudjahid.com/fr/actualites/51296
"Presiding the opening of the meeting, on behalf of the general of army corps, Ahmed Gaïd Salah, Deputy Minister of national defence, Chief of the Joint-Staff of ANP, major general Zerad pointed out that the choice of the theme of legal certainty"reflects the interest which grants by the Joint-staff of the ANP in this vital and important area,"namely"the extension of the legal culture"as a normative law and one of the fundamental principles of any modern State. He added, in this context, the organisation of this meeting by the employment-preparation of the Joint-staff of the ANP "comes also our concern to carry out efforts to develop our armed forces for a better mastery of multidisciplinary knowledge and to meet the challenges".
In addition, major general Zerad indicated that the conclusions of this meeting "will provide the milestone to be subject for study and analysis by specialists and all parties concerned" adding that "the acquisition of legal knowledge in the ranks of the ANP, is a permanent and sustainable approach for the consecration of the culture of rigour in the application of the laws in favor of security and stability". The head of the office studies and general regulation of ANP, general Mohand Salah Isrig, stressed that "certainty is related to conditions", including the extension of the concepts of accessibility and foreseeability and stability. "He felt that" the concept of legal certainty, however, remains surrounded by some ambiguity, since it is sometimes perceived as necessary, obligation, or even a necessity, and sometimes legal goal, a value or principle. For its part, the Dean of the Faculty of law of the University of Ouargla, Bouhniya Gallagher, estimated that security is a "broad concept" including, he said, the areas ' societal, military, political, economic or even the proximity.
«Security as the overall Global security », «the principles of legal certainty, the terms of its applications in Algeria and the compared systems», «the notion of legal certainty in the jurisprudence of the Constitutional Council», are among the main topics on the agenda of the meeting.

He seeks to bilateralize the Sahrawi conflict
Published in El Watan on 03/19/2013
The spokesman of the Foreign Ministry is "specious and caricatured" statements Benkirane.
The smear campaign targeting Algeria, engaged here nearly a month by the Moroccan Prime Minister Abdelilah Benkirane, Sunday saw a new peak. Invited to the program "Hiwar maâ kibar" broadcast Saturday night by a chain of Jordanian state television, Mr. Benkirane blamed Algeria from Morocco withdraws from the Organization of African Unity (OAU), the ancestor of the African Union (AU). How? Arguing, he said, "a position unacceptable attempt on the territorial integrity of the Kingdom." Obviously, the reference here is made to the position adopted by Algeria in respect of the Saharawi dossier.

Algiers Declaration on the Granting of Independence to Colonial Countries and Peoples
Algeria, the symbol of the struggle for freedom
http://www.eldjazaircom.dz/index.php?id_rubrique=263&id_article=2303
The Algeria, the freedom fighters were nicknamed "the revolutionary Mecca" for his unlimited support to the just causes throughout the world, always has an aura incommensurable with all advocates of oppressed peoples. The work of the international conference in Algiers on the 50th anniversary of the Declaration of the Granting of Independence to Colonial Countries and Peoples showed the full extent of compliance doomed to Algeria. Over two hundred personalities from various backgrounds, known for their past free men who fought the occupation and oppression in all their forms, were present at the invitation of Algeria to celebrate this event. Kenneth Kaunda, former president of Zambia, to Olusegun Obasanjo, the outgoing president of Nigeria, Thabo Mbeki at the Nelson Mandela's successor as head of South Africa, they paid tribute to the role played by Algeria in the fight for freedom.
The catalyst of colonized Algeria
Having provided assistance to the Algerian revolution and speaking knowingly, internationally renowned lawyer, LAWYER Jacques Vergès, said on the sidelines of the international meeting that "Algeria is still the capital of all countries and peoples fighting for their independence and freedom. " This testimony is a recognition of many of the impact of the battle of Algeria against the occupation and its role, once recovered its independence, the liberation of other peoples. The outbreak of the Algerian war against French occupation in November 1954 had the effect of motivating peoples still under colonial rule to conduct a similar struggle to free themselves from colonialism. Aware of this, and especially eager to preserve at all costs the Algeria under its control because of the importance it represented for him, France was ready to make any sacrifice to achieve this important goal. To concentrate the maximum forces to remain indefinitely on Algerian soil, Paris will successively most of it occupied, or which was under his protectorate to independence. Alongside his fight against the French military presence on its soil, Algeria has made life difficult for France in the diplomatic field with victory at the UN as a respectable force, which earned him the support of many countries and personalities, including that of the late US President John Fitzgerald Kennedy. This diplomatic victory unprecedented impact worldwide will force the French government to organize a self-determination referendum in Algeria in March 1962.
The French African colonies gained independence
Meanwhile, Paris had tried in vain to bring all its resources to concentrate in Algeria. Thus the France withdrew from Vietnam in 1954 and give turn to Tunisia and Morocco in twenty days apart in March 1956, the status of independent states. Four years later in 1960, facing the Algerian mujahideen, who fiercely resisted before his army backed by NATO, it will give independence to nearly all of its colonies in Africa. It seems that things have not made half as many countries of sub-Saharan Africa regain their freedom this year. This occurred even before the General Assembly of the United Nations (UN) adopted on 14 December 1960, Resolution 1514 enshrining the right of countries and colonized peoples to self-determination and independence. The fiftieth anniversary of the resolution coincides indeed with that of the independence of twenty African countries, including 14 former French colonies in 1960. This is the Cameroon, Central Africa, Congo - Brazzaville, Republic Democratic of Congo (DRC), Côte d'Ivoire, Gabon, Burkina Faso, Madagascar, Mali, Mauritania, Niger, Nigeria, Chad, Togo, Senegal and Somalia.
Continuing the struggle for dignity and equal rights of peoples
The International Conference of Algiers has the merit of having reacted the participants, who reaffirmed "their commitment to the struggle for dignity, equality and rights of all people without exception." It's the satisfaction of Abdelkader Messahel, Minister for Maghreb and African Affairs, who said at the close of the conference, that "through this declaration adopted unanimously, the struggle continues for dignity, for equality and the rights of all people without exception. " Ditto for former Secretary General of the Organization of African Unity (OAU), Salim Ahmed Salim, which held that the Algiers Conference is a "memorable" event. He said that "the presence of eminent personalities in Algiers to celebrate this great event is a testament to our collective commitment not only to the full realization of the objectives of the Declaration but also to remove barriers that prevent its implementation." Stressing that "it was an opportunity to start thinking and stop a better strategy to ensure complete end of colonialism in the world", he added that the participants "are aware of the achievements that have been made" but, also, their responsibility in the "support" to the peoples of Palestine and Western Sahara 

TAYEB LOUH IN SETIF AND JIJEL
The rule of law is here!
By installing the prosecutor General of Setif and the President at the Court of Jijel, Tayeb Louh took the opportunity to swing clear messages, crisp and sharp.

"Let each one from his post, participates in the success of these reforms. There are no miracle waiting without work, without reflection, without effort, without effective participation, especially in terms of investment of human resources, "revolves slowly, the minister warned that no gap will be allowed. "Everything is done according to the law!" He recognizes that it is difficult to adapt to a procedure born in 1962 and want to change in 2015. The prosecution depends on the Minister of Justice which is part of the Executive. "My country, Algeria, needs these reforms to sow hope that the Algerians be reassured that an independent justice,"added Tayeb Louh that will chain: "We have also taken important steps regarding to the press. It is allowed the prosecutor to make statements about a case that has shocked public opinion. This is a victory in that sense, because the disorder is useless, nor nobody. The disorder makes outright misinformation. And a scoop born of misinformation ain't one ! "Said the minister assured that" his action sees far and medium term. "
Tayeb Louh will he able to get his message of demonstrating to each output advancing the reform poses a big stone in the construction of the rule of law: "Things are moving, justice is on track although much remains to be done. Yes! The rule of law is here! "He loves pounding at every opportunity.
Warning!
By insisting on going where the action without task of the judicial police, the minister insists that only the Prosecutor of the Republic is responsible for the possible lawsuits and, before the investigating judge takes the case in a closed doors wanted by the law and therefore , it is strictly forbidden for anyone to divulge the secrets of the statement in which the lawyer has a great role to play.

About 2 000 officers annually integrate the ranks of the National Gendarmerie with a diploma of higher education. After the last 10 years, the challenge of massification, developed a training offer for the acquisition of knowledge and skills for these officers to the curriculum more diverse, the National Gendarmerie has built its strategy on becoming a professional officers, called to take part in the renovation of strategic thinking which is engaged. This strategy aims in particular to create synergies between actors but also more widely answers to all of the risks and threats that may affect the life of the nation. A kind of smart management of security information.
Indeed, the questions of defense, safety(security) and economic intelligence necessarily have to be a part of the essential baggage to every citizen, and even more to the future economic, political, cultural, social and military persons in charge. These last years, we speak a lot of ("security") or " security politics(policy) ". A term meaning, during all the Classical antiquity, the peace of mind, the serenity, the mood of the one who is without concerns, without disorders(confusions). " The security is the appropriate property of the wise person ", wrote the philosopher, author of tragedies, private tutor, Sénèque in his letter to Néron, Roman emperor: " the honest always has with him the security, the peace; ; If something pushes back him, or to moan, or seems to him the evil, here he/it is everything in the grip of the disorder, in the grip of the biggest discord, in the grip of the fluctuations In a way, the man is constantly in search of stability.

National Gendarmerie ... a long history
By Said Saidouni, superior of retired gendarmerie officer, a History (University of Algiers)
http://www.eldjazaircom.dz/index.php?id_rubrique=314&id_article=3071
In the first article in the previous issue of the magazine, I tried to shed light on the birth of the body of the Gendarmerie during the war of national liberation.
Returning to our subject, to say that the Force, Darak in Arabic, which means the continuation and the search for truth, is considered, like other similar institutions in other countries, as a force military responsible for the implementation of laws and regulations and to ensure public safety and maintain order. Its jurisdiction covers the entire country, it is designed specifically for monitoring campaigns and communication. As for his missions, they are focused on the prevention of crime and social ills through the exercise of administrative police missions, judicial and military.
The history of the Algerian gendarmerie is often through ignorance, likened to that of the French Gendarmerie, which has its origins in the Marshalsea created in 1190 in the time of Philippe Auguste. This misconception of belonging is explained by the fact of colonization that led to the destruction of the social, administrative and military of the Algerian state, and the similarity of the organization and institutions of the two missions.
TAYEB LOUH IN SETIF AND JIJEL
The rule of law is here!
Saturday, October 03, 2015 http://www.lexpressiondz.com/actualite/226503-l-etat-de-droit-est-la.html
By installing the prosecutor General of Setif and the President at the Court of Jijel, Tayeb Louh took the opportunity to swing clear messages, crisp and sharp.
Forty-eight hours after the installation ceremony of the new the prosecutor General of Algiers, El Hachemi Brahmi, Tayeb Louh, Minister of Justice, kepper of the seals, spoke in Setif, this time in front of a packed house where we noted the presence of Mohamed Bouderbali, wali (governor) of Setif Mohamed Sai, the National President of the Bar, Boudjemaâ Aït Aoudia, director of human resources, Salim Ladouari, the finance director and the general means, Abdelhakim Akka, the modernization, Aïssi, ministry official, Amira Haddad, Communications Director, M'hand Haddouche, President at the Court of Setif and a handful of local magistrates and the security service chiefs of the province and sympathetic MPs came to power listen to the Minister of Justice ...
It was eleven o'clock when he went up a gear in his speech. Indeed, he spoke of the now concrete justice reform initiated by Bouteflika.
But calmly without punctuation, the Minister brought to light the wise and necessary adjustments made to help the judiciary to advance. He sprawled on the new laws of the Code of Criminal Procedure which criminal and deletion of flagrante delicto making gain confidence litigants citizens eager for justice. Louh had purposely taken the same themes before hundreds of magistrates present in the courtrooms of the 44 courts via video conferencing, a valuable training tool, really. He will insist once again on the headquaters judge's only guarantor of people's freedoms. .The suspect can answer from now on the summons of the justice without being afraid of a ordered a warrant of committal ordered by the prosecutors.
"Only the headquaters President can decide the fate of the suspect, it's new, that!" Hammered Louh, and in all cases established in court. The rest is the sole responsibility of the headquaters independently decides the fate of the suspect presented. Reforms are inevitable.
No gap will be allowed
The whole society is calling for the erection of the rule of law. Everyone wants the rule of law. And human rights and respect for freedoms are indivisible. "My country, Algeria, needs these reforms to sow hope that the Algerians be reassured that an independent justice," added Tayeb Louh that will chain: "We have also taken important steps regarding to the press.
Yes! The rule of law is there! "He loves pounding at every opportunity.
The afternoon of the same day, the ministerial delegation arrived in Jijel to proceed with the installation of Houaria Boumaza president of the court of Jijel ,instead of Hadjer Benyezzar called to other duties. Magistrates and local authorities attended the friendly ceremony took part Tayeb Louh, Minister of Justice, keepr of the seals, who would, in minutes, contact, via videoconferencing, to peers to repeat the will of Chancery to go at the end of the success of the reform that the president had intended making a top priority of its extensive program. Seriously, Louh had first thanked the outgoing President and wished every success to Houaria Boumaza who held the presiency of Chamber of Tipasa until September 22, 2015.
Then he announced the "new order" to establish that will consolidate freedoms: those of a judge and those of suspects. He invited all participants to this work of renovation of the judicial authority with, tip the "dissolution of the warrant" that the law has provided for under the authority of the Public Prosecutor that the new order was delivered to the judge headquaters, just to strengthen the guarantee of people's freedoms and rights of suspects.
This measure is part of the new provisions, some of which will release the parquet in its many daily missions. This is a moulting procedures with the necessary change in attitudes. Before announcing the electronic tagging, Louh said the suspect's right will receive, for half an hour, his lawyer. It is a huge step in the line of defense. Headquaters judge's assistants are called upon to assist the prosecutor in his investigations and preliminary investigation.
This new procedure will start late January 2016, Louh had to evoke the end of this sinister process, the very act, therefore, advance the rule of law. The rule of law where everyone must play its role in accordance with the laws. And as if he had the impression that the leaks were not going to stop anytime soon, Louh then launched a harsh warning towards those who will be tempted to play with fire.
"The judiciary must ensure compliance with these recommendations. Scoops fans will have to wait a public hearing to feast public hearing if there were! "Said Louh which further articulated that anyone can make any statement, but in the courtroom. That is the continuity of the state and not the disorder, just to soak up the positive culture!
This is also one of the wishes of the President of the Republic, namely, that everyone take responsibility, the judiciary first. The modernized judiciary is also a clear victory. This pressing need has greatly helped citizens better blow before the wickets. The electronic signature, withdrawals via the Internet court documents (since Tuesday, emigrants would no longer have to travel to consulates with hardship). A nod to lawyers embarked on recalls and documents, expeditiously whether the Supreme Court or the State Council. Withdrawals will now be at the courts. More long and arduous trips to Val d'Hydra ... Remote trial will begin. The court will "test" Kolea (Tipasa court). And that leap met through modernization, a pillar of the reform. Thanks to the bank data, the judicial police can enter the network and search around a suspicious subject of an arrest warrant. No more crazy races through the streets of our cities and towns as well as any possible blunders in these special cases.
The judicial authority has a responsibility here. From now on, it is forbidden and strictly forbidden " to forbid " to a citizen to move in the country where to go out of it without the authorization of the justice.
This is the law provides. And then we put a stop to the disorder which exasperates citizens wishing to travel within or outside the country. To do this again, we must change attitudes, especially regarding the protection of witnesses willing to help justice.
It will run as in Setif at Jijel on his hope Djillali Bellala and Houaria Boumaza succeed in the body. Hadjer Benyezzar, former President of the Court of Jijel, part his request for family and health reasons, was more than happy to leave, the former judge's headquaters in the court of Sidi M'hamed, Algiers , called the "Queen of the penal."
Benyezzar spent a long time in Jijel to make way for another magistrate came from the West prove that the choice of guardianship was good. Louh had completed his speech on quick recall of the next commissioning of remote trial, the immediate appearance and the introduction of the Crimes Ordinance, another tool of justice, besides technical experts assisting the judiciary, and even eliminate prosecution without evidence, so far away from archaic scientific procedure. At the end of the speech, Louh spoke with.

Indeed, no security, no political development process, social, economic and can not give the expected results, stressed in its draft Charter for Peace and National Reconciliation President Abdelaziz Bouteflika. Therefore, we see that security appears as central issue of development policy. Thus, the concept of security is pervasive in the daily concerns of individuals. But the leaders also. Indeed, as pointed Ibn Khaldoun "the state ensures security and wealth, which enables the intellectual refinement and equipment, which all humans aspire. "
A security provided by the government through its institutions, including the National Police, as inseparable part of the People's National Army, essential pillar of security and stability of the country. To do this, the institution led by General Ahmed Bousteila corps has adopted, since 2000, a modernization plan likely to be in step with technological change and ... criminal. Especially as to deal with criminal networks, technology is an essential instrument. For this, the National Gendarmerie has favored the opening of research centers and universities for the implementation of an effective and coherent modernization program. A program based on management and intelligent management of security information, the only way to ensure the tranquility of the citizens and indirectly socio-economic development of the country.

Revolution of November ruled the debate
The FLN was deployed to Iraq , Egypt, and also in some countries Golfe.A great diplomatic victory began in December 1954 when the colonial government had decided to grant the protectorate to Tunisia and Morocco , which reaction provoked a diplomatic offensive , decisively , led by the FLN in Bandung through Ait Ahmed and Mr. Mohamed Yazid .
This offensive allowed entry to the General Assembly of the UN the Algérienne Question . November 1st is therefore not exclusively a military uprising since the action was brought a lot of diplomacy that has recorded victories . we reported earlier that the colonial army developed a genocidal vision to clear the territories of their original inhabitants . After the uprising of 1871, the colonial ammy expelled Algerians to Caledonia , particularly in Cayenne.
So far there is no return . Colonial France made pass the Algerians as monsters. However, it was not all French who fought Algerians . Some of them had been active in the FLN to help the Algerian independence.

A conference in Algiers for the event
50TH ANNIVERSARY OF RESOLUTION 1514 (XV) UN
Nardjes Flici Published in L'Expression on 12/12/2010

It was fifty years ago, during the war of national liberation, the UN adopted a resolution on the right of colonial peoples to self-determination.
"The adoption of resolution 1573 by the General Assembly of the United Nations, was a turning point in the history of the United Nations," said the Minister for Maghreb and African Affairs Abdelkader Messahel, during a debate Channel III on national Radio. A new approach to international relations, inducing the release of context winners-losers of the Second World War, has been set in motion. The UN resolution came as Algeria is charged by the United Nations for the organization of the conference, on 13 and 14 December, celebrating the 50th anniversary of the adoption by the General Assembly of the UN on 14 December 1960, of resolution 1514 (XV), concerning the right to self-determination and independence of colonized peoples. "If Algeria was chosen by the United Nations to organize this meeting, it is primarily because of the important role played by our country in the development of resolution 1514, as well as symbolic recognized our independence war, "said M.Messahel.
The events of December 11, 1960, bloodily repressed by the French occupation forces left hundreds of victims among the Algerian people, including dozens of children. Internationally, these events were a turning point and formally denied the allegations of France, confirming Algeria's position in international organizations.
Indeed, a few days after these events, the General Assembly of the UN adopted a resolution recognizing the right of the Algerian people to self-determination and independence. "Algeria supports, since independence, self-determination", said the Minister. This principle is a cornerstone of Algeria who put forward since independence, particularly in terms of the last African territories still occupied, like the Western Sahara. "Also the principles of resolution 1514, which is the subject of the announced event, are still relevant." Also, he says: "The Declaration on the Granting of Independence to Colonial Countries and Peoples colonized adopted by resolution 1514 (XV) was used as a legal basis to self-determination and facilitated the membership of many newly independent States at the UN. "Regarding the implementation of this resolution on the conflict in Western Sahara, Messahel said that "it is the responsibility of the UN and the international community to use all means to the principle that non-negotiable right of peoples to self-determination, or applied and respected by the colonial power. " There is a general consensus on the fact that there is no alternative to self-determination of the Saharawi people. M.Messahel has, therefore, recalled that Algeria was not a party to the conflict, but she was playing, like Mauritania, an observer. Regarding the Palestinian conflict, the Minister explained that there was only one solution. It lies in convergence, namely the urgent need for internal peace between the party leaders and Palestinian movements, support the Arab world to the realization of the Palestinian people of its right, finally, the rallying community international to the cause. "If these similarities are not realized, the status quo is likely to last much longer," M.Messahel said.
In addressing the Darfur issue, the minister said that the act would be the most dangerous non-implementation of agreements Niviasha, "If the agreements are applied, there is no reason to worry about the fate Sudan, "he said. The other important point discussed by the Minister concerned the idea of the need to modernize the UN system, the right of veto, the Security Council and the number of permanent members, the General Assembly ... "the world is what it does (see, at the time of the creation of the UN in 1945), and global governance is needed, the system will be undermined. We have to reorganize ourselves, "added the Minister. The balance of power has changed, and Africa must have a role to play in this global consolidation.
Also, M.Messahel stressed the need to ensure the security of Africa, as it condemns foreign interference in the continent's affairs. He was referring to the events of the Sahel, and the rise of terrorism in the sub-Saharan part. The most important is to find ways to combat it, even said Minister adding that Africa must have "a strategy (...) to the eradication of terrorism."

60th anniversary of the outbreak of the national revolution: the role of the elite underlined in the Forum of National Security

On the occasion of the 60th anniversary of the outbreak of the revolution of November 1st 1954, the Forum Memory of National Security received yesterday at the Police Academy, Ali Tounsi, Chateauneuf, the former Minister, wife of letters and Moudjahida Ms. Zhour Ounissi and the moudjahid and former Minister of Information, Mr. Lamine Bechichi for a panel discussion relating to the major axes of the revolution, including the important role played by the men of letters and Algerian culture aveint mission is to mobilize all the energies around the national revolution.
In her speech, Mrs. Ounissi, recalled with great emotion atrocities and massacres committed by the French colonial army against the Algerian people who paid a heavy price to snatch independence after 132 years of colonization and destruction.
For the former minister, talking about the revolution in Algeria also returns to discuss the role of youth that has maintained the liberating flame by its willingness and commitment to his identity and national values.
"The French had tried by all means to erase the identity of the Algerian people who have been enslaved, deported to the métropole and New Caledonia to build roads, build bridges and contribute to economic and social development in France.
However, like their brothers in arms, intellectual and artists, for their fight and their work played a decisive role in the transmission of revolutionary values and preservation of national identity, "said Ms. Ounissi .
In this wake, the former information minister stressed the role of the elite during the revolution, which has been targeted for 1830 because of the danger it represented to the colonizer.
Mr. Bechichi who did a media tour of the horizon at the time found that between 1836 and 1954, 99 titles appeared in Arabic and 140 in French language, which according to him was a sign of importance accorded by the national movement in disseminating awareness to strengthen the sense of national.
The end of the meeting, which was marked by the distinguished presence of the Minister of Moudjahidine Mr. Tayeb Zitouni, and Major General Abdelghani Hamel, Director General of National Security, was an opportunity for Honoring judokas of National Security who have distinguished themselves during the last Arab Police Judo championship which took place in Tunisia.

Revolution of November ruled the debate

59th anniversary of the outbreak of the so-called November 1 revolution. It's commemoration offer as an opportunity to invite people who were the moudjahidine so that they provide evidence on this period of history.
Forum DKNews invited personalities for this purpose known for their active participation in the Algerian evolution , and have been very available to speak on this part of history. Three personalities animated the forum. These are Salah Belkoubi former Moudjahid , a former ambassador , author of several books , Youcef Messar former moudjahid , former ALN officer and ANP and Bouchiba Mokhtar , a former officer and ALN ,ANP.wITH these three personalities , assistance is rising in history.
This rise has led to talk of the war of colonization from its beginning to its end , led by the French army commanded by the marshals . The focus has been on many French objective was to achieve seize territory without people , which meant a genocidal war. Algerian resistance has never stopped since 1830 , led by Emir Abdelkader , who had set up the structures of the state, Sheikh Bouamama for the South El Mokrani and many others until November 1 that was a mass uprising , coordinated across the country.
On August 20, 1955 showed that people were willing to sacrifice rather than abandon the principles of freedom and independence . The uprising was prepared well before November 1st with caches of weapons and ammunition that were awaiting their use. Regarding the Arab countries in their relations with the Algerian Revolution , Libya during the reign of King Senussi ( of Algerian origin ) is the country that has most helped the Algerians . In Tunisia, the FLN -ALN had the means to organize and launch military actions against the colonial army stationed in the east .

In recent years, there is much talk of "security" or "security policy." A term meaning, throughout the Greco-Roman antiquity, peace of mind, serenity, the state of mind of one who has no worries, no problems. "Safety is the clean of the wise," wrote the philosopher, author of tragedies, tutor, Seneca in his letter to Nero, Roman emperor: "The always honest with him security, peace; if something reverses it, or moan, or seems to him an evil, that's all prey to disorder, the greatest discord, fluctuations "In a way, man is constantly looking for stability.

These last years, we speak a lot of ("security") or " security politics(policy) ".
"My country, Algeria, needs these reforms to sow hope that the Algerians be reassured that an independent justice," added Tayeb Louh that will chain: "We have also taken important steps regarding to the press.

Management of security information
The intelligent management
http://www.eldjazaircom.dz/index.php?id_rubrique=263&id_article=4366
About 2 000 officers annually integrate the ranks of the National Gendarmerie with a diploma of higher education. After the last 10 years, the challenge of massification, developed a training offer for the acquisition of knowledge and skills for these officers to the curriculum more diverse, the National Gendarmerie has built its strategy on becoming a professional officers, called to take part in the renovation of strategic thinking which is engaged. This strategy aims in particular to create synergies between actors but also more widely answers to all of the risks and threats that may affect the life of the nation. A kind of smart management of security information.
Indeed, defense, security and economic intelligence must also be part of the essential baggage to all citizens, and more responsible future economic, political, cultural, social and military.

60th anniversary of the outbreak of the national revolution: the role of the elite underlined in the Forum of National Security
Published by the R. R. 30-10-2014, 7:28 p.m. | 0 http://www.dknews-dz.com/article/21792-60e-anniversaire-du-declenchement-de-la-revolution-nationale-le-role-de-lelite-souligne-au-forum-de-la-surete-nationale.html

Wednesday, October 30, 2013 5:58 p.m. GOOGEL TRANSLATION FROM FRENCH TOENGLISH www.dknews-dz.com
