Under normal conditions this spillway flows over a weir (concrete structure) that obstructs manatees from entering the ponds. During Tropical Storm Debby heavy rains and strong storm surges pushed water levels above the structure, allowing two manatees to enter the system. Two manatees swam over this weir during high water but could not swim out of the retention pond (right) after the water receded.

On June 27, 2012, biologists at FWRI’s Marine Mammal Pathobiology Laboratory received the first report of a manatee entrapped in a retention pond system in Oldsmar. The manatee swam over a spillway during high water associated with the tropical storm but could not swim out of the retention ponds after the water receded. The following day, FWRI staff discovered that not one, but two manatees were entrapped in the retention ponds. Both manatees were rescued, found to be healthy and released on the other side of the spillway.

Tropical Storm Debby churned slowly toward the U.S. Gulf Coast on Sunday with 50 mph (30 kph) winds and was expected to strengthen into a hurricane as it skirted the Louisiana coast and took aim at Texas, the U.S. National Hurricane Center said.

All too often people are caught off guard when storms develop and move through their areas. We watch the disasters on television and always think that they will never happen to us. However, they can and possibly will someday. According to a survey generated by US Insurance, only 60 percent of Americans think they are prepared for a natural disaster. No matter how prepared some are, the strongest storms can cause complete disaster – but people can still better prepare themselves for the worst.

Water and Food - When preparing for a natural disaster, the most important supplies needed are food and water. Bottled water is cheap, easy to store, and has a long shelf life. Dry and canned foods are also easy to store, and many of these can be stored for years. In addition, when storing bottled water and food, swap them out every so often to ensure a fresh supply is always on hand.

Clothing - If you are planning to store food and water for a disaster, you should also consider storing at least two changes of clothing for each member of the family, as well as several blankets and other items, such as towels, socks, shoes, etc. One great way of storing clothing and other materials is in a Space Bag. These handy bags allow a vacuum to be attached to the bag itself, and the air can be removed from the bag and any materials being stored inside. When air is removed, the materials inside the bag become compressed – taking up less space during storage

Other Items - Some gas-powered electric generators can be somewhat expensive, but smaller lightweight generators can be purchased for a few hundred dollars. Generators are easy to use and most can supply enough electricity to operate several small household appliances, such as lights, microwave ovens, coffee makers, etc.

Flashlights and spare batteries are usually needed in emergencies. These are also cheap, and most of today’s batteries can be stored for several years before expiring. As a rule of thumb, purchase several flashlights – specifically waterproof flashlights and several packs of batteries.

While emergency weather radios are becoming more popular in homes, many families are still without them. A decent emergency weather radio can be purchased for less than $20, and most of these are powered by standard home plugs and have battery back-ups for when the power is out. If you do not have an emergency weather radio in your home, consider purchasing one. Also, remember to purchase one that will accept both home-supplied power and battery power. During an emergency, try to keep your emergency radio handy to receive any important messages that could be issued.

How to Drive in a Flood Pay attention to barricades.
Don't ignore them by driving past them.
Do not drive through standing water on roads or in parking lots.
The average automobile can be swept off the road in 12 inches of moving water, and roads covered by water are prone to collapse. Attempting to drive through water also may stall your engine, with the potential to cause irreparable damage if you try to restart the engine. If you come upon a flooded street, take an alternate route.
Take extra precautions if you're forced to drive through water.
If no alternate route exists and you have no other reasonable alternative but to drive through standing water.

•Do your best to estimate the depth of the water (if other cars are driving through, take note of how deep the water is).
•Drive slowly and steadily through the water.
•Avoid driving in water that downed electrical or power lines have fallen in — electric current passes through water easily.
•Watch for items traveling downstream — they can trap or crush you if you're in their path.
•If you have driven through water up to the wheel rims or higher, test your brakes on a clear patch of road at low speed. If they are wet and not stopping the vehicle as they should, dry them by pressing gently on the brake pedal with your left foot while maintaining speed with your right foot.
•Stay off the telephone unless you must report severe injuries.
•If your vehicle stalls in the deep water, you may need to restart the engine to make it to safety. Keep in mind that restarting may cause irreparable damage to the engine.
•If you can't restart your vehicle and you become trapped in rising water, immediately abandon it for higher ground. Try to open the door or roll down the window to get out of the vehicle. If you are unable to get out safely, call 911 or get the attention of a passerby or someone standing on higher ground so that they may call for help.

NASA image acquired June 24, 2012

Tropical Storm Debby formed from the low pressure area called System 96L, that NASA satellites were studying last week. NASA's Aqua satellite flew over the storm right after it strengthened into a tropical storm on June 23.

Debby was born Saturday, June 23 around 4 a.m. EDT as her maximum sustained winds whipped up to 50 mph very quickly. She was born about 220 miles (355 km) south-southeast of the mouth of the Mississippi River, near 26.2 North and 87.6 West. Debby was moving to the north at 6 mph (9 kmh).

In mid-June 2012, a low pressure developed in the central Caribbean Sea from a surface trough. Initially, the system remained disorganized due to unfavorable conditions. On June 21, the system began crossing the Yucatán Peninsula.[2] After slowly tracking northward, the system had completely entered the Gulf of Mexico by June 23; it then slowed and eventually became stationary due to a breakdown in steering currents, trapped between a building ridge to its northwest and a trough to its northeast. This prolonged pattern caused a deluge of rainfall across Florida, Cuba, and the Yucatán Peninsula. Wind shear prevented development of deep convection along much of the western half of the storm. Despite the cloud pattern of the system, a reconnaissance aircraft flight, satellite imagery, and buoys indicated a well-defined center of circulation. Additionally, the reconnaissance reported winds of 70 mph (110 km/h) at 1,000 feet (300 m). As a result, advisories were initiated on Tropical Storm Debby at 2100 UTC on June 23, with the initial locating being about 220 miles (350 km) south of the mouth of the Mississippi River. Becoming a tropical storm on June 23, Debby is currently the earliest fourth named storm in the Atlantic Basin, surpassing the old record set by Hurricane Dennis on July 5, 2005.

Shortly after developing into a tropical cyclone on June 23, Debby was initially forecast to turn west toward Texas and reach hurricane status by June 27; a deepening trough would curve the storm westward, while wind shear was predicted to decrease. Although the storm generated very cold cloud tops, much of the convection was located more than 100 miles (160 km) from the center and still displaced to the east. By 1200 UTC on June 24, the forecast path was shifted from east-central Texas to southeastern Louisiana, while Debby strengthened slightly to reach winds of 60 mph (95 km/h).

Debby moved sluggishly throughout June 24 and into June 25, at times becoming stationary. Debby's strength did not increase as much as expected because of interference from an upper-level low on its western side that cut off its outflow. At 2100 UTC June 26, Debby made landfall at Steinhatchee, Florida with winds of 40 mph (65 km/h). Shortly after landfall, Debby weakened to a tropical depression and lost most of its central convection. Debby maintained tropical cyclone status while crossing Florida, while still being sheared from the southwest. During the afternoon hours of June 27, Debby exited Florida and regained tropical storm strength, but was declared post-tropical due to lack of convection near the center.

The outerbands of Debby also resulted in a tornado outbreak, with a total of 21 tornadoes spawned by early on June 25. One person died from a tornado in Highlands County.

Damage of Tropical Storm Debby in South Florida:

Throughout Southern Florida, the outerbands of the storm spawned 13 tornadoes, five in Collier County, two in Glades County, one in Hardee County, two in Highlands County, one in Miami-Dade County, and two in Palm Beach County. The first tornado in Collier County caused minor roof damage to a few structures near Naples on June 23. A second tornado in the county later that day broke light poles and snapped tree limbs in North Naples, with one person being injured by a falling branch. Three others twisters were spawned in Collier County on June 24, though damage was no more than a few downed trees. In Glades County, one tornado caused minor roof damage to a barn in Muce, while the other resulted in no effects. The lone tornado in Hardee County felled several trees and damaged a tractor and barn. Several homes were damaged by the two twisters in Highlands County, with one resulting in a fatality near Venus. A waterspout offshore Miami-Dade County moved inland near Golden Beach and twisted three gates and blew open a garage door. A tornado in Palm Beach County damaged a few houses and some vegetation in Lake Worth. The other twister in Palm Beach County snapped some trees, blew a gate across a street, and broke a railroad crossing arm.

Even after surviving devastating floods, this young Fort White, Florida want to do just a little to show his gratitude for the care he received from the Red Cross. He spent about an hour helping an Emergency Response Vehicle crew break down empty boxes the contents of which were distributed to his friends and neighbors.
