Oregon study shows that many of the newly insured will be no healthier than if uninsured.

It must be tough these days to be a pro-Obamacare journalist. Every day brings more bad news that must be explained away. Thus, the implementation train wreck becomes the result of Republican parsimony, and skyrocketing health coverage premiums have to be blamed on insurance company greed. Likewise, any statistical analysis that suggests “reform” will accomplish little or nothing toward improving the health of those on whose behalf it was purportedly passed must be presented as evidence of progress. This type of fantasy literature is not easy to write.

Consequently, there must have been widespread consternation among the “reporters” tasked with writing such tales when the New England Journal of Medicine published a study last week showing that uninsured patients who go on Medicaid enjoy “no significant improvements in measured physical health outcomes.” This is a problem for the supporters of Obamacare because 10 to 15 million of the uninsured patients for whom the law will now provide coverage will get it via Medicaid. The obvious question that comes to mind is: What’s the point?

Moreover, this was no ordinary study. As Cato’s Michael Cannon describes it, “The Oregon Health Insurance Experiment, or OHIE, may be the most important study ever conducted on health insurance.” The state took a large number of low-income patients and used a lottery to randomly select which patients would receive Medicaid as well as which patients would not. Thus, as Cannon goes on to say, “The OHIE is the only randomized, controlled study ever conducted on the effects of having health insurance versus no health insurance.”

And its findings were devastating for the pro-Obamacare point of view. So, the PPACA pimps had to produce more bad fiction. The resultant fables were not, however, wholly devoid of value. Many were genuinely funny. The desperate effusions of Ezra Klein, for example, contained several howlers. In a blog post titled, “Here’s what the Oregon Medicaid study really said,” Klein provides this subtle analysis: “Here’s what we can say with certainty: Medicaid works as health insurance.… The people who got Medicaid used more health care …”

Klein admits that “the health care itself didn’t work as well as we hoped,” but attributes this to conjectural flaws in the study, including the claim that the sample size was too small. This has become the standard progressive excuse regarding this particular study. Kevin Drum also deploys it: “Unfortunately, the experiment was too small to be definitive.” Jonathan Cohn uses it as well: “It’s always possible that the limited sample size makes it hard to detect health effects that, by their nature, will affect a small group of people.”

And Klein, Cohn, and Drum are by no means alone in trotting out this talking point. In reality, however, there was no problem at all with the sample size. Avik Roy responds to the “too small” meme using one of my favorite words: “Balderdash.… In trials of drugs for high cholesterol, high blood pressure, and diabetes, such sample sizes are nearly always adequate for demonstrating whether or not the treatment is beneficial. If Medicaid were a new medicine applying for approval from the Food and Drug Administration, it would be summarily rejected.”

Not that this reality will prevent this ridiculous talking point from being endlessly repeated by Obamacare supporters. They really have no choice in the end. The facts are piling up and threatening to bury every assumption upon which Obamacare is based. And this study provides a particularly deadly set of data because Medicaid will play such an important role in whether the law succeeds or fails. As Cannon phrases it, “There is no way to spin these results as anything but a rebuke to those who are pushing states to expand Medicaid.”

But it’s possible that Cannon underestimates the ability of Obamacare’s supporters to introduce fiction and red herrings into the debate. Cohn, for example, makes much of the fact that “the people on Medicaid were about half as likely to experience other forms of financial strain — like borrowing money or delaying payments on other bills because of medical expenses.” Well, it’s pretty obvious that low-income people with free health coverage endure fewer financial difficulties than might otherwise be the case, but this study was about health outcomes.

Likewise, Drum complains that “the study says nothing at all about some more fundamental questions. Is Medicaid well run? Does it deliver better performance per dollar than some other programs?” Again, this was a study about medical outcomes! Thus, it also fails to draw conclusions concerning whether the Empress of Blandings deserved the prizes she won in the “Fat Pigs” class of the Shropshire Agricultural Show. For readers unfamiliar with the Empress, she was a huge sow who frequently figured in the novels of P.G. Wodehouse.

What has the Empress to do with this Medicaid study? Absolutely nothing, of course. And that’s the point. It’s safe to say, however, that if she were trotted out as a provision of Obamacare, people like Klein, Cohn, Drum and others of their ilk would earnestly promote her as an essential addition to American health care. They would get out their journalistic lipstick and tart her up in their columns and blog posts. And let’s face it, that would involve less work than spinning the Oregon Health Insurance Experiment to Obamacare’s advantage.

Recent news has provided Americans a steady stream of new reasons to support a full repeal of President Obama’s controversial health care takeover.

Just in the last few months, we’ve seen the administration impose an unprecedented mandate that all employers, even religious schools and hospitals, pay for employees’ abortion-inducing drugs, sterilization and contraception.

We have seen the Congressional Budget Office further expose the true costs of ObamaCare, raising estimates of spending on insurance subsidies by $51 billion, and admitting that millions more Americans will lose their employer coverage to get dumped into ObamaCare’s brave new insurance world.

And of course, last month we heard the administration’s lawyers hem and haw at oral arguments before the Supreme Court, further undermining ObamaCare’s already dubious constitutionality.

But if those weren’t reason enough to support the full repeal of ObamaCare by Congress and a new president, Happy Tax Day! I’ve got four trillion more of them for you.

You probably already know that ObamaCare is full of what Democrats these days call “revenue enhancements” job-killing tax increases on everything they can think of to pay for their health care takeover.

What you might not know is that the largest tax increases in the ObamaCare legislation are not indexed for inflation.

For example, the “high-earners” surtax hits individuals who make more than $200,000, and couples who earn more than $250,000. People making that much will comprise about 3% of the country in 2013.

But as time goes by, and inflation drives up income, today’s “high-earner” threshold will “medium” earners and, eventually, “almost everyone” earners.

According to the nonpartisan Medicare actuary, by 2080, ObamaCare’s tax on high earners will hit 79% of American taxpayers.

Meanwhile, the 40% tax on high cost health plans, the so-called “Cadillac health plans,” was linked to general inflation, instead of the much higher inflation rate in the health care sector.

So it won’t be long before the president’s “Cadillac” tax starts hitting Americans with “Honda” insurance. (A cynic might even wonder if this is why the tax won’t kick in until 2018, long after the end of Obama’s presumed second term.)

According to the CBO, all of the ObamaCare tax hikes will raise taxes by about 0.7% of gross domestic product by 2021. As more and more Americans sneak into the president’s definition of “high earner,” by 2035, it will be 1.2% of GDP, and rise from there.

Between now and 2035, that comes out to more than $4 trillion that’s what happens when taxes, aimed at the rich, inevitably hit the middle class.

The pain from ObamaCare taxes is already being felt.

Medical device manufacturers, whose products ObamaCare slaps with a special tax, are already laying off workers. Even businesses in industries unconnected to the health care sector are holding back.

As an analyst at UBS put it, ObamaCare’s burdens are already “arguably the biggest impediment to hiring, particularly hiring of less skilled workers.”

Consider that $4 trillion in new taxes between now and 2035 comes out to $169 billion taken out of the private economy every year.

Since it costs businesses about $63,000 to create one middle class job, ObamaCare is already going to cost Americans 2.7 million lost jobs per year.

The total comes out to $3,300 in higher taxes for the average family, on top of the $2,400 increase in health insurance premiums (which the president promised would actually drop by $2,500).

How do you solve a problem like ObamaCare? Simple: you don’t. Its out-of-control costs will either destroy our health care system, or bankrupt our country and, eventually, both.

This is a big part of why the public opposed ObamaCare in 2010, why they want the Supreme Court to overturn in and why they want Congress to repeal it.

For all the hidden taxes, for all the exploding spending projections, for all the untold dollars and freedoms that will be lost under government-run health care, for all the unknown unknowns, the American people actually seem to know exactly what ObamaCare will always cost them: more.

With the coming advent of ObamaCare, states that are bracing for the huge increase in Medicaid recipients are looking for a way to save money and they think they’ve found one; limiting the number of prescription drugs that Medicaid patients can obtain. The cost for Medicaid will skyrocket under Obamacare because of the expanded eligibility requirements.
As a result of the imminent financial crunch, seven states have tightened the limits on prescription drugs in the last two years, joining nine others that also set limits. Illinois only allows four brand-name drugs for Medicaid patients, Mississippi has a limit of two, and Arkansas adults are limited to six. In Alabama, Medicaid patients were only getting one brand-name drug per month, and HIV and psychiatric drugs were excluded, but on Aug. 1 the state will relax the limit to its previous level — four brand-name drugs — after the state saved more money than expected and received money as part of a settlement with a pharmaceutical company.

Phil Galewitz, staff writer for Kaiser Health News, said the move,“ … only hurts a limited number of patients.

Drugs make up a fair amount of costs for Medicaid. A lot of states have said a lot of drugs are available in generics where they cost less, so they see this sort of another move to push patients to take generics instead of brand. It only hurts a limited number of patients … Some of the states are putting the limits on all drugs. It’s another place to cut. It doesn’t hurt everybody, but it could hurt some.”

But Galewitz recognized that there were some problems with the limitations, as diseases such as asthma and diabetes required name-brand drugs:

“Some doctors I talked to would work with patients with asthma and diabetes, and sometimes it’s tricky to get the right drugs and the right dosage to figure out how to control some of this disease, and just when they get it right, now the state is telling them that, ‘Hey, you’re not going to get all this coverage. You may have to switch to a generic or find another way’ … So it seems like Medicaid’s sort of been one big experiment over the last number of years for states to try to control costs, and it’s an ongoing battle, and I think drugs is just now one of the … latest issues.”

Dr. William Werner, president of the Illinois State Medical Society, was concerned: ""We understand the state is trying to get its Medicaid budget under control. But our concern is it not be a hardship for patients and a hassle for doctors in the execution."

Chalk up another disaster for ObamaCare; if you’ve got asthma or diabetes, or another disease that requires prescription drugs, and you’re on Medicaid, you’re in big trouble.

In last week's United States Supreme Court ruling re National Federation of
Independent Business Et Al v. Sebelius, Secretary of Health and Human
Services, Et Al (11-393/28-Jun-2012) a.k.a. "NFIB v. Sebelius", the
individual mandate to purchase health insurance and associated penalties for
non-compliance contained in the Patient Protection and Affordable Care Act
(Public Law 111-148/H.R.3590/PPACA/23-Mar-2010) a.k.a. the "Affordable Care
Act" a.k.a. "Obamacare" were declared to be a tax and therefore
constitutional:

The Obamacare bill is a massive piece of legislation - depending on
formatting, anywhere from 900+ to 2000+ pages - much of which can loosely be
construed as "healthcare reform". That millions of Americans will be
impacted by this law is beyond dispute. Whether that impact will be
positive or negative, on the other hand, will be a source of sociopolitical
debate for many years - assuming of course our illegal and immoral
death-from-above droning and Oil Wars Iran-baiting antics in Syria,
Baluchistan and elsewhere don't get us all blown to Kingdom Come in the
interim:

There are, however, three clear and immediate beneficiaries of Obamacare:
the Democratic Party, the Republican Party, and the Global Corporations who
control them both:

1. THE DEMOCRATIC PARTY can truthfully energize their base of lemmings on
the left side of the false divide by declaring a victory for "healthcare
reform" - although the percentage of Americans who can expect to receive a
net benefit from all the changes in that mass of legalese is only about 10
percent, and some 5 million of us are projected to actually LOSE our health
insurance coverage as a result of Obamacare. According to the Congressional
Budget Office (CBO):

"Compared with prior law, the ACA is now estimated by CBO and JCT to reduce
the number of nonelderly people without health insurance coverage by 30
million to 33 million in 2016 and subsequent years, leaving 26 million to 27
million nonelderly residents uninsured in those years... The share of legal
nonelderly residents with insurance is projected to rise from 82 percent in
2012 to 93 percent by 2022. According to the current estimates, from 2016
on, between 20 million and 23 million people will receive coverage through
the new insurance exchanges, and 16 million to 17 million people will be
enrolled in Medicaid and CHIP. Also, 3 million to 5 million fewer people
will have coverage through an employer compared with the number under prior
law."

2. THE REPUBLICAN PARTY can legally (and from that narrow perspective
truthfully) energize their base of lemmings on the right side of the false
divide by parroting Chief Justice Roberts' proclamation that its individual
mandate and therefore Obamacare represent a "tax increase" from a President
whose campaign promised no tax increases on the middle class, and who
personally and through his administration vowed repeatedly that Obamacare
was NOT a tax. In Obama's own words:

2.a. "I can make a firm pledge. Under my plan, no family making less than
$250,000 a year will see any form of tax increase. Not your income tax, not
your payroll tax, not your capital gains taxes, not any of your taxes."

2.b. "I absolutely reject that notion," Obama said under repeated
questioning by Stephanopoulos. "For us to say that you've got to take a
responsibility to get health insurance is absolutely not a tax increase,"
Obama said. "You can't just make up that language and decide that that's

3. THE GLOBAL CORPORATIONS that control both the Democratic and Republican
Parties - and through that "Two-Party Tryanny" our government and all of us
- are the biggest beneficiaries of Obamacare. The global fascist elite 1%
could care less about improving the health of the other 99% or what new tax
burdens are placed on the backs of a middle-class struggling to survive yet
still desperately hanging on to the belief that somehow, someday they too
will be rich, famous and have their own Reality TV show if they just stay on
the treadmill and keep running. And by using the Congressional power to tax
rather than the Commerce Clause as the basis for his decision, corporate
puppet Chief Justice Roberts made sure the NFIB v. Sebelius ruling would
stir up a partisan political firestorm - and accompanying smokescreen - to
keep the Sheeple divided and fighting each other, blinded to the
white-collar crime being perpetrated by their common enemy:

Reaching far beyond the corporatization of medicine and privatization of
healthcare in America, the 1%'s objective with Obamacare was to establish a
constitutional legal precedent for individual mandates by which the wealthy
can become even wealthier simply by having their paid political puppets pass
laws mandating that we buy their corporate products and increase their
profits - regardless of whether we want, need or can afford them.

Independent Business Et Al v. Sebelius, Secretary of Health and Human

construed as "healthcare reform". That millions of Americans will be

There are, however, three clear and immediate beneficiaries of Obamacare:
the Democratic Party, the Republican Party, and the Global Corporations who
control them both:

1. THE DEMOCRATIC PARTY can truthfully energize their base of lemmings on
the left side of the false divide by declaring a victory for "healthcare
reform" - although the percentage of Americans who can expect to receive a
net benefit from all the changes in that mass of legalese is only about 10
percent, and some 5 million of us are projected to actually LOSE our health
insurance coverage as a result of Obamacare. According to the Congressional
Budget Office (CBO):

"Compared with prior law, the ACA is now estimated by CBO and JCT to reduce
the number of nonelderly people without health insurance coverage by 30
million to 33 million in 2016 and subsequent years, leaving 26 million to 27

2. THE REPUBLICAN PARTY can legally (and from that narrow perspective
truthfully) energize their base of lemmings on the right side of the false
divide by parroting Chief Justice Roberts' proclamation that its individual
mandate and therefore Obamacare represent a "tax increase" from a President
whose campaign promised no tax increases on the middle class, and who
personally and through his administration vowed repeatedly that Obamacare

...and it's a sad certainty that the vast majority of the American Sheeple
(a) will never look up from their iPhones or away from their Fakebook pages
long enough to read either the new "healthcare" rules or the ruling that
proclaimed them "Constitutional" and (b) wouldn't understand all the
deliberately obfuscated legalspeak if they did.

So where can Average Joe get the plain and simple truth about the
"Affordable Healthcare Act (ACA)" and the Supreme Court's "NFIB v. Sebelius
(11-393)" ruling?

Well according to the "truth in politics" (ugh!) watchdogs at FactCheck.org,
he won't get it from Barack Obama (a.k.a. Odrona the Indefinite Detainer),
and he won't get it from Mitt Romney (a.k.a. the Godfather of Obamacare)...

'With the U.S. Supreme Court upholding the constitutionality of the
Affordable Care Act on June 28, voters are guaranteed to continue hearing
the same old false claims about the law from politicians. And President
Barack Obama and presumptive GOP presidential nominee Mitt Romney wasted
little time in taking to the airwaves to rehash plenty we've fact-checked
before. Obama even threw in a few new claims.

* Obama reiterated his "if you like your plan, you can keep your plan"
refrain, despite the fact that at least a few million workers won't keep
their employer-sponsored plans, according to the Congressional Budget
Office.

* The president also exaggerated the benefits of the law, such as the number
of young adults who were able to join their parents' plans, thanks to the
law, and the number of individuals who will receive rebates issued by
insurance companies that didn't spend enough premium dollars on health care.

* Romney repeated a number of distortions, saying that the law would "cut
Medicare" by $500 billion and that it "adds trillions to our deficits."
That's a reduction in the future growth of Medicare spending over 10 years.
And CBO says the law would reduce the deficit.

* Romney said the law is a "job-killer." But CBO says the law would have a
"small" impact on jobs, mainly affecting the amount of labor workers choose
to supply. Those getting subsidies, for instance, might work less hours
since they're paying less for health care.

* Romney claimed the law "puts the federal government between you and your
doctor." The law would set minimum benefits packages, but medical services
will not be government-run, nor does the law allow for rationing of care.'

Average Joe won't get the plain and simple truth about what the SCOTUS
Obamacare decision really means from Congress, from TV coverage, or from the
corporate-sponsored political puppets representing either side of the
"Two-Party Tyranny" the global elite use to keep us divided and fighting
each other rather than united and attacking them. Fortunately, however, he
can get a glimpse of it here:

"A deeply divided Court held that the individual mandate, which requires
that virtually all Americans either obtain health insurance or pay a penalty
by 2014, is constitutional... Defending the constitutionality of the
mandate, the government's primary argument was that Congress can require
everyone to buy health insurance using its power under the Commerce Clause
of the Constitution, because the failure to buy insurance shifts the costs
of health care for the uninsured to health-care providers, insurance
companies, and everyone who does have health insurance. Five Justices - the
Chief Justice and Justices Kennedy, Scalia, Thomas, and Alito - all rejected
that argument. But the government still won, because a different set of
five Justices - the Chief Justice and Justices Ginsburg, Breyer, Sotomayor,
and Kagan - agreed that the mandate was constitutional, but for a different
reason... Although the Chief Justice rejected the government's Commerce
Clause argument, he agreed with one of the government's alternative
arguments: the mandate imposes a tax on people who do not buy health
insurance, and that tax is something that Congress can impose using its
constitutional taxing power."

The bottom line is this:

As were "Citizens United v. FEC" (which allows global and even foreign
corporations to buy our elections) and "AT&T Mobility v. Concepcion" (which
makes consumer class actions against corporations infinitely more
difficult), the SCOTUS "NFIB v. Sebelius" decision is a BIG WIN for
corporations in general and health care and insurance companies in
particular. Contrary the the claims of clueless Obamapologists from coast
to coast, neither Obamacare nor this ruling "paves the way to Universal
Healthcare Coverage". Instead, they set the precedent for more individual
mandates by which the corporations which control our politicians and through
them our government can order us to order their products.

"#SCOTUS upholds #ACA individual mandate."
That was the tweet heard 'round the world this morning from the widely followed SCOTUS Blog.

We'll probably be parsing the words of the Supreme Court's decision for weeks, but it looks like the individual mandate of the Affordable Care Act, also known as Obamacare, has survived.

What's it mean?

Very few expected this outcome. Intrade, an online betting site, put the odds of the mandate being struck down at around 70%. Even staunch supporters of the mandate seemed resigned in recent days to the likelihood that it would likely be repealed.

Simplified, the bill does a few big things:

* Prevents insurance companies from denying customers for pre-existing conditions.
* Allows young adults to stay on their parent's insurance until age 26.
* Limits age-rating, or charging premiums several times higher for older customers.
* Eliminates lifetime insurance caps and restricts annual limits.
* Restricts how much insurance companies can spend on non-medical costs (overhead).
* Mandates that everyone acquire health insurance by 2014 or face a tax, offering subsidies or Medicaid for those who can't afford it.

Here's what's important: According to the Census Bureau, 49.9 million Americans didn't have health insurance in 2009. Part of that is due to the weak economy; most of those without health insurance have a very low or nonexistent income. But a lot is due to soaring costs that have put insurance out of reach for the gainfully employed. According to the Kaiser Family Foundation, 69% of businesses offered workers health insurance in 2000. By 2009, that number had dropped to 60%. It's almost certainly lower today. Our health-care system doesn't work for far too many Americans, which likely explains why most of the policies outlined above are pretty popular. Most, that is, except the mandate to buy insurance:

Earlier this week, I was in the ER with Joey. After witnessing completely disgusting human beings for a couple of hours, I stepped outside and called my mom. I told her that I had finally discovered what Wal-Mart shoppers do while they are not at Wal-Mart...they split their time between the ER and the DMV. My mom's response was that if Obamacare passed that all of our healthcare options would become lines and service on par with the ER and DMV. In Texas as of May 13, 2012, the voters asked to choose a party Republican or Democrat before they vote. The ballots are being split between Democrats and Republicans. The ballots are completely different. The Republican Ballots have four questions that are not on the Democratic ballots: Repealing ObamaCare, Public Prayer, Balanced Budget/Controlling, Government Growth & Redistricting.

The Republican ballot is extremely biased and one-sided. Democrats can vote for Obama, but not for ObamaCare. The questions are for the Republicans ONLY, and the Democrats are NOT allowed to vote on ObamaCare. Texas Democrats need your help with this petition.

Congress should stop the big Insurance companies that lobby in Washington from denying the American people getting insurance when they have life threatening illnesses. People have survived many life threatening illnesses thanks to ObamaCare: cancer, asthma, diabetes, heart attacks, transplants, HIV/AIDs. All these illnesses & more are considered expensive pre-existing conditions that insurance companies would avoid payout. ObamaCare has helped folks get insurance, & avoid this "pre-existing" condition statement that insurance companies unfairly impose folks. People would have not been able to get treatment & that would have meant loss of life. Therefore, ObamaCare saves lives.

People are alive today because of ObamaCare. People have survived cancer, diabetes, asthma, AIDs, had transplants, heart attacks, and many other life saving events because of ObamaCare. These folks are success stories because of ObamaCare. There are many other success stories like this in the United States of America. ObamaCare is about saving people’s lives.

Congress should immediately approve, & ratify Obamacare Patient Protection and Affordable Care Act. Democrats in Texas did not get to vote on this in Texas. We want America to vote for us.

20 WAYS OBAMACARE WILL TAKE AWAY YOUR FREEDOMS
**and this is just the TIP of the ICEBERG!

1. You are young and don’t want health insurance? You are starting a small business and need to minimize expenses, and one way to do it is to forego health insurance? Tough. You have to pay $750 annually for the “privilege.” (Section 1501)

2. You are young and healthy and want to pay for insurance that reflects that status? Tough. You’ll have to pay for premiums that cover not only you, but also the guy who smokes three packs a day, drink a gallon of whiskey, eats chicken fat off the floor. That’s because insurance companies will no longer be able to underwrite on the basis of a person’s health status. (Section 2701).

3. You would like to pay less premiums by buying insurance with lifetime or annual limits on coverage? Tough. Health insurers will no longer be able offer such policies, even if that is what customers prefer. (Section 2711).

4. Think you’d like a policy that is cheaper because it doesn’t cover preventive care or requires cost-sharing for such care? Tough. Health insurers will no longer be able to offer policies that do not cover preventive services or offer them with cost-sharing, even if that’s what the customer wants. (Section 2712).

5. You are an employer and you would like to offer coverage that doesn’t allow your employers’ slacker children to stay on the policy until age 26? Tough. (Section 2714).

6. You must buy a policy that covers ambulatory patient services, emergency services, hospitalization, maternity and newborn care, mental health and substance use disorder services, including behavioral health treatment; prescription drugs; rehabilitative and habilitative services and devices; laboratory services; preventive and wellness services; chronic disease management; and pediatric services, including oral and vision care.

You’re a single guy without children? Tough, your policy must cover pediatric services.
You’re a woman who can’t have children? Tough, your policy must cover maternity services. You’re a teetotaler? Tough, your policy must cover substance abuse treatment. (Add your own violation of personal freedom here.) (Section 1302).

7. Do you want a plan with lots of cost-sharing and low premiums? Well, the best you can do is a “Bronze plan,” which has benefits that provide benefits that are actuarially equivalent to 60% of the full actuarial value of the benefits provided under the plan. Anything lower than that, tough. (Section 1302 (d) (1) (A))

8. You are an employer in the small-group insurance market and you’d like to offer policies with deductibles higher than $2,000 for individuals and $4,000 for families? Tough. (Section 1302 (c) (2) (A).

9. If you are a large employer (defined as at least 101 employees) and you do not want to provide health insurance to your employee, then you will pay a $750 fine per employee (It could be $2,000 to $3,000 under the reconciliation changes). Think you know how to better spend that money? Tough. (Section 1513).

10. You are an employer who offers health flexible spending arrangements and your employees want to deduct more than $2,500 from their salaries for it? Sorry, can’t do that. (Section 9005 (i)).

11. If you are a physician and you don’t want the government looking over your shoulder? Tough. The Secretary of Health and Human Services is authorized to use your claims data to issue you reports that measure the resources you use, provide information on the quality of care you provide, and compare the resources you use to those used by other physicians. Of course, this will all be just for informational purposes. It’s not like the government will ever use it to intervene in your practice and patients’ care. Of course not. (Section 3003 (i))

12. If you are a physician and you want to own your own hospital, you must be an owner and have a “Medicare provider agreement” by Feb. 1, 2010. (Dec. 31, 2010 in the reconciliation changes.) If you didn’t have those by then, you are out of luck. (Section 6001 (i) (1) (A))

13. If you are a physician owner and you want to expand your hospital? Well, you can’t (Section 6001 (i) (1) (B). Unless, it is located in a country where, over the last five years, population growth has been 150% of what it has been in the state (Section 6601 (i) (3) ( E)). And then you cannot increase your capacity by more than 200% (Section 6001 (i) (3) (C)).

14. You are a health insurer and you want to raise premiums to meet costs? Well, if that increase is deemed “unreasonable” by the Secretary of Health and Human Services it will be subject to review and can be denied. (Section 1003)

15. The government will extract a fee of $2.3 billion annually from the pharmaceutical industry. If you are a pharmaceutical company what you will pay depends on the ratio of the number of brand-name drugs you sell to the total number of brand-name drugs sold in the U.S. So, if you sell 10% of the brand-name drugs in the U.S., what you pay will be 10% multiplied by $2.3 billion, or $230,000,000. (Under reconciliation, it starts at $2.55 billion, jumps to $3 billion in 2012, then to $3.5 billion in 2017 and $4.2 billion in 2018, before settling at $2.8 billion in 2019 (Section 1404)). Think you, as a pharmaceutical executive, know how to better use that money, say for research and development? Tough. (Section 9008 (b)).

16. The government will extract a fee of $2 billion annually from medical device makers. If you are a medical device maker what you will pay depends on your share of medical device sales in the U.S. So, if you sell 10% of the medical devices in the U.S., what you pay will be 10% multiplied by $2 billion, or $200,000,000. Think you, as a medical device maker, know how to better use that money, say for R&D? Tough. (Section 9009 (b)).

The reconciliation package turns that into a 2.9% excise tax for medical device makers. Think you, as a medical device maker, know how to better use that money, say for research and development? Tough. (Section 1405).

17. The government will extract a fee of $6.7 billion annually from insurance companies. If you are an insurer, what you will pay depends on your share of net premiums plus 200% of your administrative costs. So, if your net premiums and administrative costs are equal to 10% of the total, you will pay 10% of $6.7 billion, or $670,000,000. In the reconciliation bill, the fee will start at $8 billion in 2014, $11.3 billion in 2015, $1.9 billion in 2017, and $14.3 billion in 2018 (Section 1406).Think you, as an insurance executive, know how to better spend that money? Tough.(Section 9010 (b) (1) (A and B).)

18. If an insurance company board or its stockholders think the CEO is worth more than $500,000 in deferred compensation? Tough.(Section 9014).

19. You will have to pay an additional 0.5% payroll tax on any dollar you make over $250,000 if you file a joint return and $200,000 if you file an individual return. What? You think you know how to spend the money you earned better than the government? Tough. (Section 9015).

That amount will rise to a 3.8% tax if reconciliation passes. It will also apply to investment income, estates, and trusts. You think you know how to spend the money you earned better than the government? Like you need to ask. (Section 1402).

20. If you go for cosmetic surgery, you will pay an additional 5% tax on the cost of the procedure. Think you know how to spend that money you earned better than the government? Tough. (Section 9017).


TIMELINE

2010 - Coverage

Subsidies begin for small businesses to provide coverage to employees.
Insurance companies barred from denying coverage to children with pre-existing illness.
Children permitted to stay on their parents’ insurance policies until their 26th birthday.

2011 – Coverage and Taxes/Fees
Set up long-term care program in which people pay premiums into system for at least five years and then become eligible for support payments if they need assistance in daily living.
Drug makers face annual fee of $2.5 billion (rises in subsequent years).

2013 – Coverage and Taxes/Fees
New Medicare taxes on individuals earning more than $200,000 a year and couples filing jointly earning more than $250,000 a year. Tax on wages rises to 2.35% from 1.45%. New 3.8% tax on unearned income such as dividends and interest.
Excise tax of 2.9% imposed on sale of medical devices.

2014 – Coverage and Taxes/Fees and Cost Control
Create exchanges where people without employer coverage, as well as small businesses, can shop for health coverage. Insurance companies barred from denying coverage to anyone with pre-existing illness.
Requirement begins for most people to have health insurance. Subsidies begin for lower and middle-income people. People at 133% of federal poverty level pay maximum of 3% of income for coverage. People 400% of poverty level pay up to 9.5% of income. (Poverty level currently is about $22,000 for a family of four.)
Medicaid, the federal-state program for the poor, expands to all Americans with income up to 133% of federal poverty level.
Subsidies for small businesses to provide coverage increases. Businesses with 10 or fewer employees and average annual wages of less than $25,000 receive tax credit of up to 50% of employer’s contribution. Tax credits phase out for larger businesses.
Independent Medicare board must begin to submit recommendations to curb Medicare spending, if the costs are rising faster than inflation.

2016 – Taxes/Fees
Penalty for those who don’t carry coverage rises to 2.5% of taxable income or $695, whichever is greater.

2017 – Coverage
Businesses with more than 100 employees can buy coverage on insurance exchanges, if state permits it.

2018 – Taxes/Fees
Excise tax of 40% imposed on health plans valued at more than $10,200 for individual coverage and $27,500 for family coverage.

Go ask Alice, I think she knows about the Mandatory Socialized Medicine of Unconstitutional ClintonCare, Romneycare, and Unconstitutional Obamacare.

Obamacare is Romneycare in a new Unconstitutional Mandatory Wrapper and Romneycare was the Heritage Foundation alternative to Hillarycare (aka ClintonCare). According to Mitt, RINO Romney "got the idea of an individual mandate from Gingrich himself, who promoted it as an alternative to Hillary Clinton's health care plan in 1993."

Ironically, Newt Gingrich praised RomneyCare in 2006 after Newt played a key role in defeating ClintonCare (aka Hillarycare -1) in 1994. After defeating ClintonCare, Newt Gingrich and other Republicans changed its name and enacted the very worst parts of it. The Health Insurance Portability and Accountability Act (HIPAA, Public Law 104-191) required millions of Taxpayer dollars for federal enforcement programs.

No matter how many times Mitt Romney claims he is a conservative, Romneycare or Obamacare permits no choice for the American people as their Progressive Big Government mandates Compulsory Healthcare Insurance requiring millions or billions of taxpayer dollars to regulate Healthcare.

Apparently, the elite ruling class loves violating the Constitution using unchecked congressional power to require Americans to but health insurance. The 10th Amendment of the the U.S. Constitution clearly reveals that the federal government is not empowered to force you to buy health insurance yet, the states are allowed to if their state constitution provides mandates.

(1) On September 22, 1993, Bill Clinton proposed a 1,342 page bill for socializing America's health care system. The plan was conceived after months of planning by Hillary Clinton, chair of the Clintonista Healthcare task force, and Ira Magaziner.

On Nov 20, 1993, ClintonCare was introduced as H.R. 3600: Health Security Act.

According to the Heritage Foundation analysis (10/23/93), ClintonCare would have created 200 new regional health cooperatives run by 50,000 new bureaucrats, 50 new government bureaucracies, 177 new state mandates, and nearly 1,000 new Federal powers and responsibilities.

On September 26, 1994, Senate Majority Leader George Mitchell announced that the plan was dead and did not even bother holding a vote on the bill to force Senators to go on record.

The elderly were the first group to turn against President Obama's health-care pro posals, alienated by the plans to cut $500 billion cut from Medicare. The young and the uninsured may be the next to jump ship -- out of worry over about the huge premiums they'd have to pay.

Requiring everyone to buy insurance will impose a massive tax on all who now are uninsured. The Congressional Budget Office projects that it would force the middle-income uninsured to pay on average more than 15 percent of their income.

The poor will still have Medicaid. But for those earning more, the required premiums will be worse than any tax increase. For example, CBO estimates that when the program is fully implemented -- by 2016 -- an individual earning $32,400 a year would have to pay $4,100 in premiums before getting any subsidy. With deductibles and co-payments, he'd have to shell out $5,600 a year, or 17.3 percent of his income. A family of four, making $80,000 a year, would have to pay about $10,500 in premiums alone -- with deductibles and co-payments, up to $15,000 or just under 20 percent of income.

And if they don't buy insurance, they'll face federal fines that begin to approach these same premium levels. They won't be able to buy what they truly need -- catastrophic-only coverage at a lower premium -- that won't satisfy ObamaCare's "minimum insurance" mandate.

The young and uninsured will catch on: This bill is designed to force healthy people who don't have health insurance -- and may neither need nor want it -- to buy it anyway, in order to raise the money to subsidize those who do need it.

Obama has pledged only to increase taxes on the rich. But his program essentially taxes the core of the middle class (those making $30,000 to $80,000). It will make them overpay in order to pick up the slack for others who need the extra coverage.

In other words, health-care "reform" is a health-care tax dressed up as a program to cover the uninsured.

No matter how Democrats get the money to cover those who need insurance, they offend supporters that they need to pass the bill:

* If they get the money from more Medicare cuts, they alienate the elderly still further.

* If they get it from raising the deficit, they lose moderates.

* If they hike taxes to do it, they lose the "Blue Dog" Democrats who've gone on record as opposing such increases.

* If they don't increase the subsidies, they lose the uninsured themselves.

The latest data from Scott Rasmussen's poll of those who lack health insurance indicates that they're starting to turn skeptical about the Obama plan. It's supposed to help them, yet they back it by only 58 percent to 35 percent -- and only 30 percent support it strongly.

More to the point, only 35 percent feel it will improve the quality of their health care -- and, by 41-26, they feel the cost of their care will go up, not down, under the plan.

Having the uninsured -- the stated object of Obama's compassion -- turn against his reform would be the most lethal cut of all.
